Authorities in Hai Phong are stepping up efforts to build a more citizen-friendly administration, with a growing number of communes and wards making public the phone numbers of local leaders and officials to receive feedback and concerns from residents.

Notably, several wards including Bach Dang and Thien Huong, along with communes such as Nam Sach, Ha Dong, Nguyen Giap, Tu Ky, Hai Hung, Nam Thanh Mien, Binh Giang and Duong An, have published the contact details of Party, People’s Council and People’s Committee leaders, as well as civil servants and staff, with full names and positions.

In addition to phone numbers, some localities have also made public their official accounts on Zalo and Facebook to receive feedback, comments and recommendations. Contact details of officials responsible for serving citizen have also been provided. The lists are posted on local government portals, social media pages and at administrative offices for public access.

The move to make public contact information of officials and staff at the commune and ward levels underscores the determination of authorities in Hai Phong to promote a more open and responsive administration.

Under Resolution No. 05 adopted by the Hai Phong Party Committee for the 2026–2030 period and beyond, building a “citizen-friendly administration” is one of 11 governance models to be implemented. Among the key measures is the requirement to make public the phone numbers of senior officials, including Party secretaries and their deputies, chairpersons and vice chairpersons of People’s Councils and People’s Committees, as well as commune-level civil servants.

The initiative is expected to enhance transparency and improve the effectiveness of state management, while allowing residents to directly contact officials to raise concerns and proposals without intermediaries. It also reflects a more open, service-oriented approach adopted by local authorities.

As the city advances decentralization and brings grassroots governance closer to the public, making contact information accessible and strengthening public engagement are seen as essential steps toward building a more effective administration.
