In the context of the country’s promotion of digital government, Hai Phong’s second-place ranking nationwide in the index of services for citizens and businesses affirms the city’s operational efficiency and strong public administrative reform.

Hai Phong’s success stems first from its ability to handle a large volume of work while maintaining effectiveness. From July 1 to November 14 alone, the city received over 1 million administrative procedure dossiers, of which 833,248 were submitted online (82.3%). A total of 996,220 dossiers were processed, equivalent to 98.4%, with 28,037 still being handled.

Departments and agencies received 166,209 dossiers; among these, online submissions accounted for 74%. More importantly, nearly 95% of dossiers were completed ahead of schedule, signaling the proactive efforts of officials who not only fulfilled their duties but also exceeded deadlines.

Local authorities also maintained impressive performance, with wards, communes, and special zones receiving 846,034 dossiers, 83.9% of which were submitted online. Notably, the rate of early completion reached 97.8%, reflecting strong frontline service improvements.

These figures show that Hai Phong has overcome challenges in organizing and operating the citizen and business service system after administrative merger. Handling a larger workload, a bigger population, and additional responsibilities while maintaining a streamlined apparatus requires unified processes, smooth coordination, and high accountability from officials.

This result also demonstrates that administrative reform in Hai Phong is not just a slogan but a daily operational reality. The city has turned reform commitments into concrete, measurable actions that directly impact the experiences of citizens and businesses. Hai Phong proves that large scale does not reduce quality: with integrated strategies, standardized procedures, strong digitalization, and tight performance management, challenges can become drivers for effective reform.

Ranking second nationwide in the index of services for citizens and businesses is a well-deserved recognition and creates positive pressure for the city to continue innovating and maintaining rigor in every step of administrative procedure processing. A large city with a rapidly growing industrial–service economy like Hai Phong always requires a smooth administrative apparatus.

With current reform momentum, Hai Phong is moving closer to its goal of building a digital government and digital society, serving citizens and businesses with the highest quality.
