The Ministry of Construction is proposing an allocation of 10 trillion dong in charter capital for a Central Housing Fund, aiming at promoting the development of affordable housing in the coming years.

The Ministry of Construction released a report on social housing development, the establishment and operation of the National Housing Fund, and the development of rental housing.
According to the report, 781 social housing projects with a combined scale of around 720,055 apartments have so far been implemented nationwide. Of those, 231 projects with 180,850 units have been completed, while 234 projects with 233,962 units are under construction. Another 316 projects, totaling around 305,243 units, have received investment approval.
The total number of completed, ongoing and approved projects is equivalent to around 72% of the target of developing 1 million social housing units by 2025.
Regarding the establishment of the Central Housing Fund, the Ministry of Construction said it is coordinating with the Ministry of Finance to propose charter capital allocations under the 2026-2030 medium-term public investment plan.
Under the proposal, the fund’s charter capital would total 10 trillion dong, including around 5 trillion dong to be allocated in 2026, with the remainder expected to be allocated during 2029-2030.
So far, 13 localities have completed the establishment of housing funds and are submitting proposals to local People’s Councils for additional capital. Another 20 localities are finalizing procedures to assign existing financial funds to perform the functions of local housing funds.
Based on reports from 23 out of 34 localities, 18 localities registered demand for rental housing during the 2026-2030 period, totaling 71,187 units.
The ministry said it will continue to complete a property identification system and databases on housing and the real estate market under Decree 357 to ensure synchronized data connectivity from central to local authorities.
The Ministry of Construction is also coordinating with the Ministry of Public Security to strengthen investigations and handling of illegal social housing transactions under Directive 34 issued by the Prime Minister.
