The Hai Phong People’s Committee has urged local authorities and relevant units to step up efforts, remove bottlenecks and accelerate the progress of social housing projects for the 2026–2030 period.
The city assigned the Department of Construction to take the lead, in coordination with relevant agencies, to review, inspect and urge implementation, while promptly resolving difficulties faced by investors. It also called for administrative procedures for social housing projects to be prioritised under fast-track and priority mechanisms.
Authorities are required to strengthen supervision of procedures to ensure that the sale and purchase of social housing is carried out for eligible beneficiaries in line with regulations.
For projects that have already been assigned to investors, the city requested a focus on guiding and expediting procedures related to investment, construction and land allocation to ensure conditions are met for early groundbreaking.
The city is currently implementing 34 social housing projects with a total of about 50,503 units. Of these, 10 projects are under construction with 20,802 units, while 24 projects have investors but have yet to break ground, accounting for about 29,701 units.
In 2026, seven projects are expected to be completed with around 12,127 units, including 2,358 units completed in 2025. The total number of units likely to be completed is estimated at about 9,769, equivalent to 146% of the assigned target.
