Hai Phong steps up handling of state-owned housing and land not used for residential purposes

Le Trung Kien, Vice Chairman of the Hai Phong People’s Committee, has urged relevant departments, agencies and units to step up the handling of state-owned housing and land not used for residential purposes.

On April 22, Le Trung Kien, member of the Hai Phong Party Standing Committee, Vice Chairman of the Hai Phong People’s Committee, chaired a meeting to review the implementation of the Hai Phong People’s Committee Plan No. 09, issued on January 12, 2026 on handling such assets managed by the Hai Phong Housing Management and Trading Company, and to address related recommendations.

Under the plan, as of December 2025, the company was managing 273 housing facilities.

In the first phase, the city will carry out enforced take-back of 51 properties from January to June 2026.

As of April 21, the company had completed documentations for 48 out of 51 properties based on feedback from departments, agencies and ward-level authorities, and submitted them to the Department of Finance to report to the city People’s Committee for approval and authorization for wards to issue enforcement decisions.

People’s Committees in Hong Bang, Ngo Quyen, Gia Vien, Le Chan and Kien An have conducted outreach campaigns encouraging organizations related and individuals to voluntarily return them, while compiling feedback during the process.

Concluding the meeting, Vice Chairman Le Trung Kien acknowledged the efforts of departments, agencies, localities and functional units in implementing Plan No. 09.

He requested that relevant agencies and local authorities continue to focus on implementing the plan to ensure the strictness of the law, with completion targeted in May to take back the remaining properties.

He also assigned the Department of Finance to take the lead, in coordination with relevant agencies, to calculate implementation costs, review the current status and construction permits of the properties, and include them in planning after the properties are taken back.
