The Government’s Decree No. 54/2026 revises social housing rules to broaden eligibility, streamline verification, and boost transparency plus post-project audits, ensuring to bring the policy to true beneficiaries.

The government has just issued Decree No. 54/2026, amending and supplementing regulations on housing and real estate business, with a key focus on removing barriers to social housing access and standardizing implementation procedures.

A key new provision clarifies "houseless" status. Under the updated rules, policy-eligible individuals, with or without spouse, qualify simply if not named on any local land use rights certificate at the project site. This determination no longer depends on application dates as before.

Verification authority is simplified: Land registration agencies handle it, with a strict 7-day processing cap from request receipt.

Additionally, the Decree No. 54/2026 revamps income verification. Instead of commune-level People's Committees, this duty shifts to commune police where citizens reside or work. Applicants for buying or rent-buying social housing now self-declare and commit to their income; police handle verification and audits as needed.

Income caps stay put: Singles up to 15 million VND/month; married households up to 30 million VND/month total. The income request form doubles as policy beneficiary proof.

The Decree 54/2026 clearly aims to broaden social housing access for citizens, while tightening transparency and post-audit measures. This new policy promises positive impacts, bringing affordable homes closer to those truly in need.
