Trade defense, stronger national production capacity

The 2026 Trade Defense Forum in Hai Phong focused on solutions to enhance the production capacity, competitiveness and adaptability of Vietnamese enterprises.

The Trade Defense Agency under the Ministry of Industry and Trade and the Hai Phong Department of Industry and Trade co-organized the 2026 Trade Defense Forum under the theme “Promoting national production capacity – Creating momentum for growth” on September 18 in the city.

The forum was attended by representatives from ministries, sectors, localities, industry associations, manufacturers, exporters, and experts in trade defense.

Speaking at the forum, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan said many countries are strengthening policies to support domestic production and using trade defense measures to protect their manufacturing sectors. Meanwhile, excess production capacity in some industries around the world is putting additional pressure on global trade.

When production capacity exceeds consumption capacity, goods tend to seek new export markets. The imposition of import restrictions by a major market can also divert trade flows to other markets, putting pressure on economies such as Vietnam.

According to Deputy Minister Nguyen Sinh Nhat Tan, alongside continuing to open markets, promote exports, attract investment and participate more deeply in global value chains, Vietnam needs to build a production sector with strong competitiveness, adaptability and resilience in the face of external fluctuations.

At the discussion and dialogue sessions, the delegates focused on the role of trade defense in industrial development strategies, enhancement of national production capacity and protection of the domestic market. They also updated themselves on global trends in the use of trade defense measures and discussed solutions to improve Vietnamese enterprises’ ability to respond.

The discussions highlighted the need for stronger coordination among regulatory agencies, localities, industry associations and enterprises, particularly in early identification of risks and proactive responses to trade defense measures from abroad.

Enterprises need to make use of the time and conditions created by trade defense measures to restructure production, innovate technology, and improve productivity and competitiveness.
