Ministry of Industry and Trade implements solutions to promote economic growth in 2026

Leaders of the Ministry of Industry and Trade have requested heads of agencies and units under the Ministry to focus on urgently and seriously implementing the assigned tasks.

The Ministry of Industry and Trade has issued Document No. 1081 on the implementation of Government Resolutions adopted at the Government Conference with local authorities and the Government’s regular meetings in December 2025 and January 2026.

Accordingly, Acting Minister of Industry and Trade Le Manh Hung requested all units to thoroughly grasp the Resolution of the 14th National Party Congress, as well as resolutions and conclusions of the Party Central Committee, the Politburo, the Secretariat, the National Assembly, and the National Assembly Standing Committee. Units are to effectively implement the Government’s Action Program and Resolutions No. 01 and 02 dated January 8, 2026, while focusing on preparing projects included in the 2026 work programs of the Politburo, the Secretariat, the Government, and the Prime Minister, ensuring both progress and quality.

Units are required to urgently finalize dossiers for draft laws and resolutions under the 2026 legislative program, especially those to be submitted at the first session of the 16th National Assembly. They must accelerate the issuance of detailed regulations and guidelines for the implementation of laws and resolutions passed by the National Assembly, preventing delays or legal gaps. At the same time, they must strictly comply with the Government’s Working Regulations; thoroughly address overdue tasks and projects; and strengthen discipline in the drafting of legal documents.

The Electricity Authority is tasked with ensuring national energy security and effectively implementing Directive No. 01 of the Prime Minister on guaranteeing sufficient electricity supply for production, business activities, and people’s daily life during peak periods in 2026 and the 2027–2030 period, ensuring no power shortages under any circumstances. It must also focus on removing obstacles facing delayed projects and expedite nationally important energy projects under Decision No. 2634 dated December 2, 2025.

The Agency for Domestic Market Management and Development is to effectively implement measures to stimulate consumption and stabilize prices, preventing shortages or disruptions in the supply of essential goods, especially before, during, and after the Lunar New Year. It will launch peak campaigns against smuggling, trade fraud, and counterfeit goods; strictly control prices; and strictly handle violations. It will also effectively implement the campaign “Vietnamese people prioritize using Vietnamese goods,” striving for a 13–15% increase in total retail sales of goods and consumer service revenue in 2026.

In the areas of import-export and trade promotion, units are to enhance monitoring and promptly resolve difficulties at border gates; step up trade promotion; diversify markets; build strong brands for high-quality Vietnamese goods; and effectively leverage the 17 signed free trade agreements.

The E-commerce and Digital Economy Agency will promote national digital transformation in conjunction with ensuring cybersecurity and information safety, and complete a “accurate, sufficient, clean, live, interconnected, and unified” database system to serve administrative procedures.

The Department of Innovation, Green Transformation and Industrial Promotion will implement green transition solutions in the industry and trade sector, develop energy-saving and environmentally friendly products with low carbon emissions, and implement electricity-saving measures in accordance with Directive No. 20.

The Department of Planning, Finance and Enterprise Management will accelerate public investment disbursement, ensuring 100% disbursement of the 2026 public investment plan assigned by the Prime Minister; strengthen state management in anti-corruption and anti-waste efforts; promote thrift practices; and enhance public asset management.

The Ministry’s Office will continue to promote administrative reform, cut and simplify procedures related to production and business activities, improve the quality of online public services, and strengthen administrative discipline.
