A representative of the Party Committee leadership of communes in the former Vinh Bao district reports on the issues discussed at the working session.

Reviews and assessments of Party organizations, Party members, collectives and individuals must be substantive and linked to actual results in site clearance, public investment disbursement and budget revenue. These assessments must be completed before December 15. At the same time, local authorities must develop focused work, inspection and supervision programs for 2027, effectively organize the Great National Unity Festival and the peak month "For the Poor"; and promote the role of the Vietnam Fatherland Front and socio-political organizations in mobilizing public support for project implementation.

Regarding industrial projects, Nguyen Binh Khiem Commune must coordinate with investors to complete the procedures for handing over land that has already been cleared at Zones A and B of Tran Duong - Hoa Binh Industrial Park in November 2026. Phase 1 site clearance must be completed, with construction commencing in December 2026.

Vinh Bao and Vinh Hoa communes must complete site clearance for agricultural land at An Hoa Industrial Park in December 2026, paving the way for construction to begin in the first quarter of 2027. Vinh Hai Commune must coordinate with Vinh Bao Commune to complete site clearance for the remaining 61.71 hectares of Vinh Quang Industrial Park in December 2026…

Quang cảnh cuộc làm việc
An overview of the working session.

Local authorities must strive to disburse 100% of their 2026 public investment allocations in November, prepare weekly schedules for each project, take contractual measures against delayed contractors, and propose reallocating capital from projects that are unlikely to disburse their allocated funds before November 15.

The preparation of the 2027 budget estimates and the medium-term public investment plan for 2026 – 2030 must be grounded in actual conditions while maintaining ambitious targets. Local authorities must clearly identify land plots to be auctioned, corresponding revenue sources and investment priorities to avoid spreading resources too thinly.

Party Building Commissions must undertake specific tasks in public communication and building public consensus. They must also monitor complaints and prevent corruption, misconduct and waste in compensation, land auctions, contractor management, and handling of surplus houses and land.

The Secretary of the City Party Committee urged local authorities, departments, agencies, investors and project owners to urgently translate assigned tasks into concrete plans and detailed implementation schedules, demonstrating their determination to fulfill the 2026 targets and build momentum for 2027.
