A number of apartment and commercial housing projects, with investments totaling thousands of billions of VND, will be piloted in Hai Phong under Resolution No. 171.

After the Hai Phong People's Council adopted a resolution at its fifth session approving a list of land plots proposed for pilot projects under the National Assembly’s Resolution No. 171/2024/QH15 dated November 30, 2024, the City People's Committee announced its approval for real estate businesses to implement the pilot projects.
Accordingly, 10 land plots on the list approved by the City People's Council were authorized for pilot project development. Located in Gia Vien, Hai An, Do Son and Hong An wards, the plots cover a combined area of 611,008 m2.
The list includes luxury apartment projects, commercial housing developments, mixed-use urban areas, luxury apartment complexes combined with commercial and service facilities, and mixed-use buildings featuring commercial services and apartments.
Several projects have large land areas and substantial investment capital. These include a mixed-use urban development on Pham Van Dong Street in Do Son Ward by Do Son Fisheries Service and Tourism JSC, covering 41.2 hectares with a total investment of VND 5.7 trillion; the Royal luxury apartment project at 275 Lach Tray Street in Gia Vien Ward, covering 0.5 hectares with a total investment of VND 1.26 trillion; and the luxury apartment complex combined with commercial and service facilities at 262 Nguyen Huu Cau Street in Do Son Ward, developed by Do Son Fisheries Service and Tourism JSC, covering nearly 0.4 hectares with a total investment of VND 1.5 trillion.
To implement the City People's Council's resolution, the City People's Committee has assigned the Department of Agriculture and Environment to publish the list of land plots proposed for pilot projects and guide organizations and businesses through the required procedures in accordance with regulations.
