With a pioneering spirit, a strong desire for innovation, and high political determination, Hai Phong is steadily advancing in implementing Resolution 57 on breakthroughs in science and technology development, innovation, and digital transformation.

Moving beyond slogans, Hai Phong city has concretized digital transformation through practical actions with clear roadmaps and tangible results, reflecting the spirit of “walking the talk” and “getting things done thoroughly.”

The results speak for themselves. By the end of the third quarter of 2025, the city had completed 26 out of 46 targets of Resolution 57 on schedule, while the remaining 20 targets were progressing on track. Seven out of 15 key tasks were accomplished.

The achievement required a coordinated effort across the entire political system, from Party committees and authorities to businesses and citizens, making digital transformation a new driver of development.

Notably, the city did not start with large-scale projects or scattered investments but focused on building awareness, enhancing capacity, and spreading a “digital learning” culture in the community. The “Digital literacy for all” movement was widely implemented with creative initiatives, helping citizens become familiar with online public services and cashless payments. Officials and civil servants were trained in digital skills to work efficiently in electronic environments.

This is substantive digital transformation, beginning with people and for people.

In parallel, the city focused on improving technical infrastructure and databases. A security operation center (SOC) went into operation, providing timely alerts and risk handling. National and specialized databases were built and interconnected, gradually forming a shared data foundation for e-government. The city supported two universities in establishing innovation and startup centers, fostering research and entrepreneurial spirit among youth. At the same time, mechanisms were introduced to attract and reward experts in science, technology, innovation, and digital transformation.

At a recent conference on reviewing the implementation of Resolution 57 in the third quarter of 2025 and outlining key tasks and solutions through the end of the year, Secretary of the city Party Committee and Head of the city Steering Committee for Science and Technology Development, Innovation, and Digital Transformation Le Tien Chau emphasized: “The city must fully achieve all 2025 objectives and tasks, which will serve as a measure of leadership and management capacity for each unit and locality. The focus is on four groups of tasks: institutions and policies; seaports, logistics, and a free trade zone; digital infrastructure, digital data, and cybersecurity; and specialized sectors such as construction, smart urban areas, healthcare, and education and training.”

The city aims to complete the proposed plans for submission to competent authorities in the first quarter of 2026.

With decisive spirit, practical action, and long-term vision, the city is gradually realizing its digital aspiration. Every completed task, every efficiently operating system, and every citizen actively applying technology represents a step forward in making Hai Phong a model locality for digital transformation.
