Hai Phong develops digital infrastructure, promotes e-government

Hai Phong’s increasingly modern and synchronized digital infrastructure is creating a solid foundation for building a modern, transparent, and efficient digital government that better serves the needs of citizens and businesses.

Synchronization from the ground up

Before the merger of Hai Duong province and Hai Phong city, the Departments of Science and Technology of the two localities reviewed all 12 shared systems and agreed on selecting the most advanced platforms, capable of immediate deployment after the merger to maximize the effectiveness of ongoing IT projects and tasks on both sides.

The Data Center (DC), considered the “heart” of the city’s digital transformation, is responsible for storing and operating most shared applications after the merger. It has been systematically invested in with advanced, synchronized technological equipment.

The Intelligent Operations Center (IOC) is one of the core components and tools of digital government. The IOC integrates data from the city’s shared data warehouse, professional software systems, databases of departments, sectors, localities, and the national population database. Since July 1, the IOC system has established multiple criteria such as public service indicators, budget revenue and expenditure, disbursement of public investment and FDI, citizen feedback and petitions...

According to the Center for Information Technology and Communications, information and data on the IOC system are promptly updated for analysis and to generate intelligent, accurate, and visual reports on specific issues and sectors, contributing to improving the efficiency of leadership, management, and decision-making at all levels.

The document management system and official email service are also being upgraded and expanded to ensure smooth operations at the government level. To date, all 114 communes, wards, and special zones of the city have been equipped with video conferencing systems.

The Department of Science and Technology has issued about 2,020 organizational digital certificates and nearly 10,000 individual digital certificates to support the operation of digital government. Professional software and digital applications have been improved, interconnected, and efficiently shared.

“We identify digital infrastructure not merely as a technical foundation but as the basis for maintaining management, governance, and service for citizens and businesses. Hai Phong has developed a specific plan to maximize the potential of data, turning it into a primary production resource, accelerating the development of big data, data industry, and data economy, thereby enhancing the effectiveness of State management in the digital environment and ensuring seamless connection and operation across agencies in the political system,” said Nguyen Cao Thang, Deputy Director of the city Department of Science and Technology.

In the coming period, the department will coordinate with other departments, sectors, and localities to focus on building the city’s Data Strategy; implementing data-based management and governance solutions in line with sectoral and professional processes.

The department will also continue to expand infrastructure at the DC, adding GPU servers to ensure computing performance and AI application deployment; and coordinate with relevant units to develop additional operating scenarios on the IOC. The IOC system is expected to complete three more indicators related to education, healthcare, and internal affairs by October 2025. Ensuring data security and safety will be given particular attention.

An increasingly modern, synchronized digital infrastructure is a vital foundation for digital transformation and will serve as the “backbone” ensuring smooth government operations. “In the time ahead, Hai Phong will strengthen investment in digital infrastructure through solutions that promote infrastructure development, shared use of infrastructure, and encourage the private sector to invest in digital infrastructure and new services such as cloud computing, 5G, IoT, Big Data, AI...,” added Nguyen Cao Thang.
