Deputy Prime Minister Nguyen Van Thang signed Directive No. 26 on June 12 2026, issued by the Prime Minister, on drafting the socio‑economic development plan and the state budget estimate for 2027.

The directive notes that in 2026, the global situation remained unpredictable, notably due to the conflict in the Middle East. Climate change, natural disasters and food security continued to present complex challenges. At the same time, science and technology, innovation and digital transformation made strong advances.
2027 will be the second year of implementing the Resolution of the 14th National Party Congress, Conclusion No. 18‑KL/TW and the 2026–2030 five‑year socio‑economic development plan. It is a pivotal year to consolidate foundations for achieving double‑digit growth. The directive forecasts that global conditions will bring more difficulties and challenges than opportunities. Domestically, the economy must both address internal problems and carry out breakthrough-tasks, while effectively adapting to the new global context.
In this context, the Prime Minister requires ministries, ministerial‑level agencies, state economic groups and general corporations, and centrally‑run provinces and cities to concentrate on the socio‑economic development plan and the state budget estimate for 2027.
