Hai Phong will step up efforts to achieve its 2026 gross regional domestic product (GRDP) growth target of 13%.

The target was reaffirmed at a conference on July 7 reviewing the Party Committee of the Hai Phong People's Committee's work in the first six months of the year and setting priorities for the remainder of 2026. The conference was chaired by Do Thanh Trung, Deputy Secretary of the Hai Phong Party Committee, Secretary of the Party Committee of the Hai Phong People's Committee and Chairman of the Hai Phong People's Committee.
Le Anh Quan, member of the Standing Committee of the Hai Phong Party Committee, Standing Deputy Secretary of the Party Committee and Standing Vice Chairman of the Hai Phong People's Committee, together with deputy secretaries, standing committee members and executive committee members of the Party Committee attended the conference.

In the first six months of 2026, the Party Committee of the Hai Phong People's Committee continued Party-building efforts while leading the implementation of socio-economic development tasks and ensuring national defense and security.
The committee admitted 525 new Party members, exceeding the target assigned by the municipal Party Committee by 31.2%.
Economy posts nation's third-fastest growth
Regarding economy, Hai Phong's GRDP grew 11.33% in the first half of the year, ranking third nationwide. State budget revenue totaled 114.833 trillion dong, equivalent to 58.9% of the annual estimate, exceeding the six-month target by 22.4% and rising 13.7% from the same period of 2025.
Total investment in the city reached 158.516 trillion dong, surpassing the six-month target scenario of 156.2 trillion dong and increasing 14% year on year.
Public investment disbursement was estimated at 15.496 trillion dong, equal to 39.93% of the annual plan assigned by the Prime Minister and the Hai Phong People's Council, ranking fifth nationwide. The city attracted an estimated USD 3.098 billion in FDI, 1.75 times higher than a year earlier and equivalent to 79.4% of the annual target.

Cargo throughput at the city's ports was estimated at 96 million tons, up 11.4% from a year earlier, while retail sales of goods and service revenue totaled an estimated 207.84 trillion dong, up 15.2%.
Hai Phong was named among Vietnam's five best-performing localities for economic governance under the 2025 Provincial Competitiveness Index (PCI), while retaining the country's top rankings in the 2025 Public Administration Reform Index (PAR Index) and the 2025 Satisfaction Index of Public Administrative Services (SIPAS).
For the second half of 2026, the committee aims to ensure all officials and Party members fully grasp the Party resolutions, directives and conclusions, as well as state laws, through appropriate forms of training. It also targets admitting at least 475 new Party members and completing all planned grassroots Party activities, inspections and supervision.
On socio-economic development, the committee will focus on achieving full-year GRDP growth of 13%, raising GRDP per capita to USD 7,944.5, collecting 194.935654 trillion dong in state budget revenue, meeting the target of developing 5,752 social housing units in the second half for a total of 7,135 units in 2026, and increasing the digital economy's share of GRDP to 31%.

Stepping up implementation
In his closing remarks, Chairman of the Hai Phong People's Committee Do Thanh Trung reviewed Hai Phong's socio-economic, national defense and security performance in the first half of the year while identifying areas requiring further attention.
He said the workload for the remainder of 2026 would be substantial and called on Party committees, agencies and units, as well as officials, Party members and workers, to strengthen political, ideological and ethical education.
He also urged authorities to step up Party development efforts and exceed the municipal Party Committee's target for new Party member admissions while ensuring quality.
On socio-economic development and national defense and security, he said the Party Committee of the Hai Phong People's Committee would step up implementation of the city's economic growth and public investment disbursement plans for the second half of the year to ensure all annual targets are met.
The committee will continue institutionalizing and implementing the special mechanisms and policies under National Assembly Resolution No. 226/2025/QH15, while completing a proposal to amend and supplement the resolution for submission to central authorities.
It will also expedite planning, construction and investment procedures for industrial park, housing and specialized economic zone projects; complete the city's master plan for submission to the Prime Minister for approval in 2026; and finalize the medium-term public investment plan for 2026-2030.
The city will also submit to the government a proposal to develop Hai Phong into a modern international logistics hub linked to its international seaport and regional economic corridors, while strengthening regional cooperation with centrally-run cities and provinces in the Red River Delta.
