Hai Phong has launched its School Health Program for the 2026–2035 period, with the goal of ensuring that 100% of students receive annual health check-ups.
The Hai Phong People's Committee has issued a plan to implement Decision No. 973, dated June 1, 2026, of the Prime Minister on the School Health Program for the 2026–2035 period.
The plan will be implemented across kindergartens, general education schools, continuing education institutions, vocational education institutions, higher education institutions, and other educational establishments throughout the city. Its objective is to strengthen the protection, care, and management of the health of children, pupils, trainees, and students; create a safe and healthy learning environment; and gradually modernize school healthcare services and student health management. The program will be carried out in two phases: 2026–2030 and 2031–2035.
By 2030, the city aims to maintain dedicated school health personnel at public educational institutions in accordance with regulations while meeting the targets set out in Decision No. 973. All educational institutions will have separate health rooms equipped with essential medicines and medical equipment. Schools providing meals must also ensure hygiene and food safety standards.
The city also aims for 100% of children and students to receive nutritional monitoring, periodic health examinations, or disease screening at least once during each academic year. Their health information will be updated in an electronic health record connected to the National Population Database.
In addition, 100% of educational institutions will ensure access to clean water and standard sanitation facilities; organize communication and educational activities on healthcare, school nutrition, and mental health; and maintain electronic health records for learners. The participation rate of children, pupils, and students in health insurance is targeted to exceed 98%.
To achieve these goals, the city will implement eight key groups of tasks and solutions, including: improving inter-agency coordination mechanisms; strengthening the school healthcare workforce; investing in infrastructure and medical equipment; enhancing healthcare services and the prevention of school-related diseases; ensuring proper nutrition and food safety; expanding health education and communication activities; accelerating digital transformation in student health management; and strengthening inspection, supervision, and the mobilization of social resources.
