Hai Phong is accelerating efforts to meet its goal of providing each resident with at least one health check-up a year.

Human-centered policy
Over the past six months, the city has launched a coordinated campaign to provide health examinations and consultations for residents across all 114 communes, wards and special zones.
More than 2.19 million people in the city have received periodic health checkups or screening examinations, accounting for about 52% of the population. Priority has been given to children, students, the elderly, workers, armed forces personnel and vulnerable groups. The effort has helped early detect many illnesses, enabling timely treatment, especially among people who rarely undergo regular checkups.
According to the Hai Phong Sub-department of Population and Children, the city has now completed free periodic health examinations for 20% of the elderly under Resolution No. 49/2025/NQ-HĐND. Several localities have exceeded their assigned targets, including Thanh Mien Medical Center at 116.18%, Kim Thanh at 112.81%, Tu Ky at 112.79% and An Duong at 112.52%.
The goal of the programme is not only to increase the number of people examined, but also to foster a habit of proactive health care, build electronic health records, detect disease early, manage non-communicable diseases more effectively and reduce future treatment burdens.
Accelerating to complete the target
By current estimates, Hai Phong has more than 4.2 million residents. The city has just over five months left to achieve its target of providing health checkups for 100% of residents in 2026. This is a major goal that requires strong determination from the health sector, as well as coordinated involvement from the entire political system, departments and agencies, local authorities, the business community and the active participation of every resident.
The city’s health system is basically ready for implementation, with 71 facilities qualified to provide health examinations, more than 25,000 health workers, nearly 5,700 doctors and 97.35% of commune health stations staffed by doctors on a regular basis. At the same time, nearly 60% of residents already have electronic health records, laying the groundwork for long-term health management and the development of a citywide health database.

To complete the health check-up target for all city residents in 2026, the Department of Health is working with local authorities in communes, wards and special zones to draw up detailed plans for each area, clearly defining roadmaps, timelines and responsibilities. The city is also reviewing target groups comprehensively, especially older adults, children, people with chronic diseases, vulnerable groups and workers, while using monthly and quarterly results as a basis for assessment, adjustment and faster implementation toward the annual target.
