Effectively implement new Politburo and City Party Standing Committee regulations on cadre work; tighten discipline and order, strengthen cadre management and supervision; decisively remove from the apparatus those involved in corruption, wastefulness and negative phenomena.

Focus on building a digital government, digital society, and digital citizens; perfect databases, expand electronic invoices, public e-tendering and auctions on digital platforms, and use technology to monitor assets and income; Establish mechanisms and timelines to ensure transparency in assets and income across society. Promote non-cash payments and monitor large transactions through banking systems. Essentially provide all services online, publicizing processes, timelines, and costs to minimize direct contact between citizens, businesses, and administrative staff.
