Hai Phong works to meet budget revenue target

Budget revenue exceeds eight-month target

According to a report by the Hai Phong People’s Committee, total State budget revenue in the city in the first eight months of 2026 is estimated at VND 146.682 trillion, equivalent to 75.3% of the Central government-assigned estimate, exceeding the eight-month revenue target by 22.5% and up 10.7% year on year.

Of this, revenue from import and export activities is estimated at VND 65.023 trillion, equivalent to 77.2% of the estimate, exceeding the eight-month target by 18.4% and up 16.8% year on year. Domestic revenue is estimated at VND 72.992 trillion, equivalent to 70.8% of the estimate and exceeding the eight-month target by 24.6%.

Within domestic sources, revenue from production and business activities continues to show positive developments. In the first eight months, 11 of 20 revenue targets exceeded their average progress, with all targets from production and business activities posting relatively strong growth.

Notably, revenue from foreign-invested enterprises reached VND 14.840 trillion, equivalent to 84.1% of the estimate and up 40.7% year on year. Revenue from the non-State sector is estimated at VND 22.215 trillion, equivalent to 98.3% of the statutory estimate and the target to be achieved, up 49.1% year on year.

In the State-owned sector, several businesses posted sharp increases in tax payments, including Tien Phong Plastic JSC, Hai Phong Port, and Hai Phong Thermal Power Company.

Alongside revenue from production and business, import and export activities continue to generate a major source of revenue for the city budget. According to the Customs Sub-department of Region III, import and export activities in the city remained vibrant in the first eight months of 2026. The synchronous implementation of a centralized customs clearance model has helped shorten processing time, reduce costs and facilitate business operations, thereby maintaining the flow of goods through Hai Phong ports.

Pooling resources in the final months of 2026

To achieve the 2026 growth target, Resolution No. 11-NQ/TU sets a target of at least VND 208 trillion in total State budget revenue in the city, including VND 91 trillion from import and export activities and VND 108.8 trillion in domestic revenue, of which VND 36.2 trillion is targeted from land-use fees.

Under the growth scenario, total State budget revenue in the third quarter needs to reach VND 59.31333 trillion, including VND 38.25945 trillion in domestic revenue. Cumulative revenue in the first nine months is targeted at VND 175.79428 trillion, including VND 99.06372 trillion in domestic revenue. In the fourth quarter, the city targets revenue of VND 41.80431 trillion, including VND 18.07594 trillion in domestic revenue.

Chairman of the Hai Phong People’s Committee Do Thanh Trung has asked departments, agencies and localities to closely monitor the production, business, import and export activities of enterprises, particularly key ones; review each revenue source and proactively tap those with remaining potential.

Following the city authorities’ direction, the Tax Office has identified the effective implementation of policies supporting residents and businesses as a priority. It will closely monitor production and business activities, particularly those of key enterprises, and promptly address difficulties and obstacles to generate revenue.

The Customs Sub-department of Region III aims to collect VND 100 trillion from import and export activities for the budget in 2026. To achieve this target, the agency is focusing resources on both facilitating customs clearance and strengthening management to prevent revenue losses. It will continue to support businesses, particularly those with large import-export turnover and tax payments, and monitor enterprises headquartered in the city and major trading partners to proactively forecast revenue sources.
