Striving to achieve growth and budget revenue targets in year-end months

Chairman of the Hai Phong People's Committee Do Thanh Trung chaired a regular meeting on August 28 to assess the implementation of socio-economic development tasks in August and the first eight months of the year and set out key tasks for the remaining months of 2026.

At the meeting, leaders of departments, sectors and localities exchanged views, discussed and analyzed contents and solutions related to promoting GRDP growth in the remaining months of the year, budget revenue collection, disbursement of public investment, site clearance for key works and projects, and solutions to ensure the Industrial Production Index grows as planned in 2026.

In his concluding remarks, Chairman Do Thanh Trung emphasized that the remaining months of 2026 are a sprint and a decisive period for the city to successfully achieve its target of GRDP growth of 13% or higher, as set out in the City Party Committee’s Resolution No. 11-NQ/TU dated July 15, 2026.

Trung asked the departments, sectors and localities to take decisive action, identifying public investment disbursement as a key task and an important basis for assessing the level of task completion by leaders at the end of the year. With favorable weather conditions expected in September, the chairman asked project owners, communes, wards, and special zones to urgently and accurately update disbursement progress and establish critical paths for projects, especially key ones with a major impact on growth, contributing to increasing total social investment. For now, efforts should focus intensively on projects serving the 2026 growth target.

The chairman assigned the departments, sectors and localities to urgently review and develop a set of administrative procedures and resolution processes under the "green lane mechanism" to shorten processing time and accelerate project implementation in line with the directions of the City Party Committee in Resolution No. 11-NQ/TU.

Chairman of the City People's Committee Do Thanh Trung asked communes and wards to make maximum efforts to quickly complete clearance and hand over sites for project implementation, particularly for key works and projects in their respective areas.

9 out of 10 socio-economic indicators show positive growth

The city's socio-economic situation in August and the first eight months of 2026 continued to maintain its growth momentum. Overall, during the first eight months, nine out of 10 socio-economic indicators were expected to exceed the scenario or post positive results.

State budget revenue collected in the city was estimated at nearly VND147 trillion, exceeding 75% of the assigned estimate and 22.5% higher than the eight-month revenue plan; total export turnover was estimated at USD42.2 billion, exceeding 81% of the annual plan; cargo throughput at the city's ports reached more than 134 million tons, up 11.74% year on year and reaching 56.2% of the annual plan; the city welcomed 12.7 million tourist arrivals, exceeding the eight-month scenario; foreign investment attraction was estimated at nearly USD3.5 billion, 1.8 times the figure for the same period last year; and 5,400 new enterprises were registered, up 4.43% year on year and reaching nearly 72% of the annual plan.

Regarding public investment disbursement, by August 24, the city had disbursed VND19.921 trillion, reaching more than 51% of the capital plan assigned by the Prime Minister and the City People's Council.

The city is expected to complete 7,135 social housing units under eight projects in 2026. By the end of August, 2,050 units had been completed, with another 5,085 units expected to be completed from now through the end of 2026.
