Hai Phong unlocks resources, paving the way for growth

Accelerating infrastructure investment and forming new economic zones will not only unlock resources but also create more room for Hai Phong to sustain its growth momentum in the new period.

In early August, Hai Phong leaders inspected six projects in the western part of the city and directed efforts to resolve difficulties and obstacles there. Each project to be brought back on track will contribute to completing a larger economic space currently taking shape in the region.

It is no coincidence that Hai Phong has recently rolled out a series of major policies on economic zones, industrial parks and infrastructure. Behind each project is the goal of expanding development space and creating more room for growth in the new period.

In the west, there is a 5,300-ha specialized economic zone planned for the development of high-tech industries, supporting industries, logistics, trade, services, innovation and modern urban areas. The economic zone is expected to contribute around 3 – 4% of the city's GRDP by 2030 and more than 5% after 2030, creating a complete and sustainable production value chain.

In the south, the Southern Hai Phong Coastal Economic Zone covers about 20,000 ha and is linked to major development orientations involving seaports, industry, logistics, urban areas, services and the Free Trade Zone. The master plan for the economic zone through 2050 has been approved, providing a basis for developing industrial parks and infrastructure and attracting large-scale projects.

Together with the Dinh Vu – Cat Hai Economic Zone, these new development spaces are expanding Hai Phong's room for growth, enabling the city to better capitalize on its strengths in seaports, industry, logistics and regional connectivity while attracting investment and developing new supply chains.

These are essential new growth spaces as Hai Phong targets GRDP growth of at least 13% in 2026 and an average annual growth rate of 13 – 14% in the 2026 – 2030 period.

Hai Phong has a strong foundation for further breakthroughs. In the first six months of 2026, industrial parks and economic zones attracted more than USD2.9 billion in FDI. To date, nearly 1,100 FDI projects have been registered, with total registered capital exceeding USD46 billion. These resources will soon be translated into growth as projects are implemented on schedule and become operational.

Hai Phong has the advantage of simultaneously having seaports, industry, logistics, interregional transport networks, economic zones and special development mechanisms. The establishment of the Southern Hai Phong Coastal Economic Zone, the Specialized Economic Zone and the Free Trade Zone will further expand these advantages both in breadth and depth.

The projects being unblocked today offer a glimpse of new resources gradually being put into development. As each project moves forward, each area becomes better connected and each advantage is brought into fuller play, new development spaces will become new drivers of the city's growth.
