Hai Phong aims to achieve GRDP growth of 14.8% and 14.21% year-on-year in the third and fourth quarters of 2026, respectively.

In 2026, Hai Phong targets a 13% increase in gross regional domestic product (GRDP) compared with 2025. In the first half of this year, the city's GRDP grew by 11.33%, the highest among Vietnam's seven Centrally governed cities, second in the Red River Delta, and third nationwide.
To achieve the socio-economic targets approved by the Government and the city People's Council, the city People's Committee has issued an adjusted economic growth scenario for the city.
Under the plan, GRDP in the third quarter of 2026 is projected to reach VND 186.673 trillion, up 14.8% year-on-year. Added value is expected to include VND 5.941 trillion from agriculture, forestry and fisheries, up 2.54%; VND 106.761 trillion from industry and construction, up 17.41%; and VND 62.593 trillion from services, up 12.12%.
State budget revenue is projected at VND 59.313 trillion, including VND 38.259 trillion in domestic revenue. Total investment disbursed across the city is expected to reach VND 97.8 trillion, while 1,000 social housing units are scheduled for completion.

In the fourth quarter of 2026, GRDP is projected to reach VND 205.941 trillion, up 14.21% year-on-year. Added value is expected to include VND 8.549 trillion from agriculture, forestry and fisheries, up 2.48%; VND 114.680 trillion from industry and construction, up 16.71%; and VND 69.792 trillion from services, up 12.06%.
State budget revenue is projected at VND 41.804 trillion, including VND 18.076 trillion in domestic revenue. Total disbursed investment is expected to reach VND 109 trillion, and 5,147 social housing units are scheduled for completion.
To meet these targets, the city People's Committee has identified key tasks and solutions while assigning specific targets to relevant departments, agencies, units and local authorities.
