In the first seven months of 2026, Hai Phong’s economy continued to maintain its growth momentum, with industry remaining main driving force.

Industry maintains its driving role

In the first seven months of 2026, Hai Phong’s economy continued to maintain its growth momentum, with industry remaining main driving force. In cumulative terms, the city attracted more than USD3.2 billion in foreign investment, equivalent to 83.7% of the annual target and 1.4 times higher than the figure recorded during the same period in 2025. Cargo throughput at the city’s ports reached 115.3 million tonnes, exceeding the growth target.

However, three of the 12 economic indicators remained below target: the Index of Industrial Production (IIP), foreign direct investment attraction and the number of newly established enterprises. Disbursement of public investment capital reached only 45% of the plan, while site clearance for several key projects and industrial clusters remained slow, continuing to put pressure on the city’s growth targets for the remaining months of the year.

Under the revised growth scenario, for Hai Phong’s annual GRDP to increase by at least 13%, the city’s average growth rate in the second half of the year must reach approximately 14.49%, with the industrial sector required to grow by around 17.57%. The Department of Finance calculated that the total annual industrial production value must exceed VND2 quadrillion, including more than VND1.12 quadrillion in the final six months of the year.

To create more growth potential, Resolution No. 11-NQ/TU identifies expanding development space and increasing production capacity as key priorities. Beside efforts to remove difficulties of businesses, the city is accelerating infrastructure investment in industrial parks and industrial clusters and working to establish clean land funds to attract large-scale projects.

In 2026, Hai Phong is focusing on resolving bottlenecks at 12 industrial parks and four industrial clusters that have fallen behind schedule. It is also urging the implementation of 29 industrial parks and 30 industrial clusters currently under construction, while striving to establish and commence construction of at least three new industrial parks and five new industrial clusters.

Along with speeding up the progress of existing industrial parks and clusters, Hai Phong is continuing to expand its development potential by establishing a specialized economic zone, approving the master plan for the Southern Coastal Economic Zone and launching the Free Trade Zone.

These new development spaces are expected to provide additional land, infrastructure and favorable mechanisms to attract large-scale projects, thereby increasing production capacity in the coming period.

Concluding a meeting to assess the city’s socio-economic situation in July and during the first seven months of 2026, Chairman of the Hai Phong People’s Committee Do Thanh Trung asked departments, sectors and localities to urgently and effectively implement Resolution No. 11-NQ/TU and the action plan of the Hai Phong People’s Committee.

Accelerating infrastructure development in industrial parks and industrial clusters, expanding development space and attracting high-tech projects are gradually adding new production capacity to the economy. Once these projects are completed and put into operation on schedule, they will serve as an important resource to make up for the industrial sector’s remaining growth shortfall and help realize the goal of achieving GRDP growth of at least 13% in 2026.
