Hai Phong continues to score well on transparency indices thanks to improved access to information for residents and businesses.

A key score

The Vietnam Chamber of Commerce and Industry notes that Hai Phong has frequently ranked among the national leaders on the Provincial Competitiveness Index (PCI) in recent years, and is one of the localities that most clearly demonstrates balanced administrative capacity across multiple sectors.

Transparency is one of the important indicators. It reflects the extent to which authorities publish information, the ease of accessing planning documents, legal texts, bidding information and investment incentive policies, and the quality of a locality’s electronic information portal. The indicator also measures the predictability of policy implementation and the degree of participation by the business community in policy and regulatory development.

For businesses, transparency is not only a gauge of administrative quality but also a condition for reducing information search costs, limiting risks and proactively planning investments and market expansion.

Continuous improvement

In recent years, Hai Phong has implemented multiple measures to improve transparency and residents’ and businesses’ access to information. A core task has been upgrading the city’s electronic information portal to make it more modern, user-friendly and easier to navigate, thereby better meeting information needs.

After administrative unit restructuring, the city People’s Committee has improved the portal’s interface with a more logical structure to facilitate information searches by residents and businesses. Sections are organised by target audiences and include: News & Events; Citizens; Businesses; Access to Information; Thematic Information; and Administrative Procedures. The ‘Access to Information’ section brings together key content such as development orientations, socio-economic data, planning, procurement and auctions, legal documents, organisational structure and numerous datasets to meet the lookup needs of organizations and individuals.

Beyond the city portal, businesses can obtain information via the Smart Hai Phong app, Hai Phong Electronic Newspaper, departmental websites, the Zalo e-government system from the city to communes and wards, and the city portal’s Facebook fanpage. Topics of interest to the business community, including land-use plans, zoning plans, investment incentive policies, procurement and auction notices, and directive documents, are updated promptly, helping ensure all businesses have fair and equal access to information.

According to Standing Vice Chairman of Hai Phong People’s Committee Le Anh Quan, improving information quality is an ongoing process and its results will be reflected by the business community in annual PCI surveys. Recent developments show Hai Phong is gradually building an open, transparent public administration that places residents and businesses at the centre of service delivery.
