From the first pilot units, the ‘socialist grassroots trade union’ model in Hai Phong is gradually being scaled up with the hope of creating a fundamental change in union activities.

Scaling up the model
At the end of April 2026, the Trade Union of Kien An Hospital became Hai Phong's first public-service unit to introduce the ‘socialist grassroots union’ model.
Kien An Hospital was chosen as the pilot to put into practice Resolution No. 05 of the city Party Committee on building socialist models tied to socialist citizens.
At the same time, the move aims to continue renewing the content and methods of union work in the new context.

Beside Kien An Hospital, the City Federation of Labor selected 64 other units to pilot the model. These are the initial ‘nuclei’ to build practical foundations before the model is scaled up throughout the city.
Substantive value of the model
The ‘socialist grassroots trade union’ at Kien An Hospital is implemented around four key content groups.
According to the Chairman of the City Federation of Labor Nguyen Anh Tuan, the ‘socialist’ element of the model is not a slogan or abstract theory; it is expressed through concrete benefits for workers, such as better income, improved working conditions, and enhanced material and spiritual life.
When workers benefit, businesses gain a more stable workforce; when businesses develop sustainably, trade unions can demonstrate their role as a bridge between businesses and workers.
It is an effort to build a mechanism that balances the interests of businesses, workers, and the trade union, where the trade union is not positioned as an opponent but as a bridge toward sustainable development.
