Deputy Prime Minister Pham Thi Thanh Tra directed the strict implementation of resolutions on simplifying administrative procedures, decentralization and reducing business conditions in 2026.

Deputy Prime Minister Pham Thi Thanh Tra signed Official Dispatch No. 484 on behalf of the Prime Minister, sending instructions to ministers and heads of ministerial-level agencies on strictly implementing decentralization, reduction and simplification of administrative procedures and business conditions in accordance with approved plans.
The dispatch stated that in implementing Conclusion No. 18 dated April 2, 2026 of the 14th Party Central Committee on the socio-economic development plan, national finance, public debt borrowing and repayment, and medium-term public investment plan for 2026–2030 associated with the goal of achieving double-digit growth, the Government issued resolutions on April 29, 2026 regarding the reduction, decentralization and simplification of administrative procedures and business conditions. The Prime Minister subsequently issued Official Dispatch No. 464 dated April 30, 2026 directing ministries, agencies and localities to implement these resolutions.
Based on Report No. 312 dated May 7, 2026 from the Ministry of Justice of Vietnam regarding the implementation results of reducing, decentralizing and simplifying administrative procedures and business conditions under Government resolutions, as well as proposals from the Government Office, the Prime Minister issued the following directives:
Ministries and ministerial-level agencies must seriously implement the requirement to “urgently deploy and guide the implementation of resolutions issued by the Government, especially procedures for implementing administrative procedures decentralized to localities; and issue amendments and supplements within their authority to ensure consistency and synchronization with Government resolutions,” as stated in Point a, Section 1 of Official Dispatch No. 464 dated April 30, 2026. These tasks must be completed before May 20, 2026, with implementation reports submitted to the Ministry of Justice before May 22, 2026.
Ministries are also required to report plans for reducing, decentralizing and simplifying administrative procedures and business conditions that fall outside their authority before May 18, 2026.
The ministries of Health; Education and Training; Ethnic and Religious Affairs; Construction; Foreign Affairs; Finance; Agriculture and Environment; Industry and Trade; Culture, Sports and Tourism; Public Security; Science and Technology; and the State Bank of Vietnam are instructed to urgently complete the drafting and issuance of legal documents within their authority in order to continue decentralizing 229 administrative procedures, abolishing 157 administrative procedures, simplifying 188 administrative procedures and eliminating 182 business conditions, in accordance with Report No. 312. These tasks must also be completed before May 20, 2026, with results reported to the Ministry of Justice before May 22, 2026.
For plans that exceed the authority of ministers or heads of ministerial-level agencies, ministries must compile and submit them to the Ministry of Justice before May 18, 2026 for reporting to the Prime Minister and consideration of further handling measures.
The ministries of Finance, Justice, and Agriculture and Environment are tasked with coordinating closely with relevant ministries and agencies to review, absorb and fully explain opinions from Government members, while refining draft resolutions on reducing and amending conditional business sectors, as well as two resolutions on decentralization and simplification of administrative procedures and business conditions. The objective is to ensure consistency, synchronization and avoid overlaps within the legal system while achieving substantive reductions aligned with practical realities and management objectives.
The Ministry of Justice is assigned to compile and report implementation results from ministries and agencies to the Prime Minister before May 30, 2026.
