For three consecutive years, Hai Phong has remained among Vietnam’s top localities in innovation index rankings, underscoring its efforts to build an open environment that promotes production, business, and sustainable development.

Strategic map
The Provincial Innovation Index (PII), developed by the Ministry of Science and Technology and officially implemented nationwide in 2023, provides a comprehensive reflection of each locality’s socio-economic development status based on science, technology, and innovation.
According to the 2025 PII results, Hai Phong scored 58.09 points, ranking fourth nationwide. Of the index’s seven pillars, the city led the country in the institutional pillar with 79.55 points. Out of 52 component indicators, five were identified as Hai Phong’s strong points, including administrative reform, number of plant variety application forms per 10,000 residents, contribution to national GDP (all ranked first), local government dynamism, and microfinance to GRDP ratio (both ranked second).
In addition to the institutional pillar, Hai Phong also scored relatively high in impact, enterprise development level, and market development level.
According to Le Luong Thinh, Deputy Director of the Department of Science and Technology, the PII serves as a “strategic map” that helps localities identify their advantages and bottlenecks to design appropriate policies.
Hai Phong’s results demonstrate its strong commitment to establishing policies that promote and support innovation from encouraging investment in research and development, strengthening cooperation, protecting intellectual property rights, and facilitating capital attraction. These policies have created a favorable environment for production and business while inspiring innovation among enterprises and individuals alike.

In administrative reform, the city has prioritized transparency, continuously improved its business and investment environment, accelerated digital transformation and technology adoption, streamlined administrative procedures, and placed citizens and businesses at the center of public service improvement.
Addressing weaknesses and improving rankings
Recently, the Center for Innovation and Application of Science and Technology under the Department of Science and Technology has proposed the task “Using the PII to design coordinated policy solutions to promote innovation in Hai Phong after merger.” The task’s key goal is to propose coordinated policy measures to foster innovation in Hai Phong based on PII analysis and other socio-economic data, thereby improving the city’s PII component indicators in a substantive and sustainable way.
Speaking at the opening ceremony of Techfest Haiphong 2025, Vice Chairman of the city People’s Committee Hoang Minh Cuong highlighted that Hai Phong has consistently been among the national leaders in the PII rankings.
The city today boasts numerous advantages: an international gateway with a modern seaport system; comprehensive transport infrastructure across sea, land, rail, and air; a network of key industrial parks and economic zones; an abundant workforce; and a rich, distinctive culture. These are the foundations for Hai Phong to rise as a new growth engine and a national and regional innovation hub.
