Hai Phong has remained among the leading localities in Vietnam in terms of the innovation index for three consecutive years.
The Ministry of Science and Technology has announced the 2025 Provincial Innovation Index (PII) results at a recent in response to the National Innovation Day 2025.
The five leading localities in innovation in 2025 are: Ha Noi, Ho Chi Minh city, Quang Ninh, Hai Phong, and Hue.
Hai Phong ranked fourth as an industrial hub with strengths in logistics and seaports. In the 2025 PII results, Hai Phong took the lead in the institutional pillar.
Previously, Hai Phong came third nationwide in PII for two consecutive years 2023 and 2024.
During the 2020–2025 period, Hai Phong has increased investment in science and technology. Budget allocation for this sector rose from 63 billion VND in 2021 to 217 billion VND in 2024, more than tripling within three years.
With a strategic vision, Hai Phong continues to define science, technology, and innovation as the driving forces for enhancing competitiveness and laying the foundation for breakthrough development in the new stage.
