Hai Phong is considering applying a 12% first-registration fee for passenger cars with up to 9 seats following the recent administrative merger.

In the upcoming mid‑year session of the Hai Phong People’s Council, the Hai Phong People’s Committee has drafted a summary report on the initial registration fee for such cars across the city.

Before the merger, the former Hai Duong province applied a 10% first-registration fee for these vehicles, while the pre-merger area of Hai Phong applied a 12% rate. After the administrative consolidation, the 10% rate has remained in effect in the territory of the former Hai Duong, creating an inconsistency within the expanded city.

Hai Phong’s tax authority has proposed the city government to instruct relevant agencies to study a unified resolution setting the first-registration fee for passenger cars (up to nine seats) to be applied citywide after the merger.

Under Article 4, Clause 2 of Resolution No. 245/2025 of the National Assembly on the 2026 state budget estimate (dated 13/11/2025), the country aims to increase state budget revenues in 2026 by at least 10% compared with estimated 2025 figures.

Proposing a 12% initial registration fee for passenger cars with up to nine seats in Hai Phong would increase state revenue and support economic development, aligning with the sustainable development goals set out in Resolution No. 45‑NQ/TW.

Moreover, a 12% registration fee could serve as a market‑regulation tool, encouraging public transport and smart mobility solutions. The policy may shift the vehicles output, with potential long‑term benefits for public health and the city’s environment.
