The Ministry of Finance has issued Decision No. 1292/QD-BTC announcing a list of amended and abolished administrative procedures in the customs sector, as part of efforts to cut red tape and facilitate business and import-export activities.

The Ministry of Finance has issued Decision No. 1292/QD-BTC to cut and simplify customs procedures.

Under the decision, six administrative procedures in the customs sector have been officially abolished.

Two of the abolished procedures relate to customs brokerage services, including those concerning customs broker employee identification numbers and customs brokerage operations.

In addition, four procedures related to duty-free business operations have been removed. These include the issuance and revocation of certificates of eligibility for duty-free business operations, the suspension and resumption of duty-free shop operations, and procedures related to the expansion, downsizing, relocation or transfer of ownership of duty-free shops.

The ministry has also revised procedures governing the recognition of warehouses, yards and locations used for customs clearance, cargo consolidation, inspection and customs supervision, with a focus on expanding the use of information technology.

Under the new process, businesses will submit applications entirely through the online public service system, replacing paper-based submissions. Documentation requirements have also been simplified and will primarily consist of electronic documents, including application forms, business registration certificates, warehouse and yard design plans, and documents demonstrating compliance with regulatory requirements.

After receiving an application, customs authorities will review the documents and inspect the actual conditions of the warehouse, yard or location seeking recognition. The entire review, assessment and approval process will be conducted through information technology systems.

If an application fails to meet requirements, the business will receive an electronic notification specifying the reasons and requesting additional information or revisions.
