The groundbreaking ceremony took place on the morning of March 19 in Phu Lien Ward. The event marked the success of the 16th National Assembly and local People’s Council elections for the 2026–2031 term.

The ceremony was attended by Le Tien Chau, Central Party Committee member, Secretary of Hai Phong Party Committee, and Head of the city’s National Assembly delegation; Bui Hoang Phuong, Alternate Central Party Committee member and Deputy Minister of Science and Technology.

At the event, Vu Tien Phung, member of the City Party Standing Committee and Vice Chairman of the Hai Phong People’s Committee, emphasized that the city is entering a new development phase, aiming to cement its role as a key growth hub in the Red River Delta and nationwide.
Under its development strategy through 2030 with a vision to 2045, Hai Phong plans to build an open, modern, and integrated education system linked with science, technology, innovation, and the development of digital and maritime economy.

Attracting reputable education groups and investing in high-quality education complexes is seen as a strategic measure to implement the central government’s key policies, especially Political Bureau Resolution No. 71-NQ/TW, along with the special mechanisms and policies of the National Assembly for education and training in the new period.

Vice Chairman Vu Tien Phung urged relevant departments and local authorities to tighten close coordination to facilitate project implementation. The project investor and contractors were called on to mobilize resources, ensure construction progress and quality, and comply with legal regulations.
The city pledged to accompany and support investors within the legal framework, ensuring a transparent, stable, and investor-friendly environment for long-term projects in Hai Phong.
