The city’s education system is undergoing a powerful transformation driven by digital transformation and the application of advanced technologies and artificial intelligence (AI), with the goal of building a “Digital Learning City.”
Widespread Adoption of Digital Classrooms

Digital transformation is no longer a mere slogan but has become a key driving force in building a modern and human-centered educational ecosystem. In the 2025–2026 academic year, digital transformation initiatives are being rolled out across numerous schools in diverse forms, ranging from the deployment of digital classrooms to the organization of dozens of professional workshops on digital transformation at both school and city levels. These efforts mark a clear breakthrough in teaching innovation and overall quality education in Hai Phong.
Notably, in late November 2025, three primary schools, Nguyen Thuong Hien (Ngo Quyen Ward), Nam Son, and An Duong (An Duong Ward, jointly organized a city-level workshop entitled “Applying Artificial Intelligence and Integrating Digital Citizenship Skills into the Grade 2 Natural and Social Sciences Curriculum.”
To date, nearly 100 smart schools have been put into use citywide. All general and continuing education institutions have integrated digital skills into their curriculum, while nearly 99% of administrators and core teachers have completed digital skills training. Thanks to the accelerated digital transformation and the application of AI in teaching and learning, Hai Phong’s education sector has consistently recorded impressive achievements. In the 2024–2025 academic year, the city secured 199 national awards, ranking third nationwide.

Towards a “Digital Learning City”
Digital technology, artificial intelligence, big data, virtual reality, and open learning platforms are opening up “golden opportunities” for educational breakthroughs. At a 2025 working session and dialogue with the education and training sector, Secretary of Hai Phong City Party Committee, Le Tien Chau, highlighted the ambition for Hai Phong to take the national lead in digital transformation and AI in education, thereby building the city into a “Digital Learning City.”
To realize this vision, the Standing Committee of the City Party Committee issued a program and action plan to implement the Politburo’s Resolution No. 57, which focuses on breakthroughs in science, technology, innovation, and national digital transformation. Uong Minh Long, Deputy Director of the Department of Education and Training, said the core mission of the sector and each educational institution is to renew teaching mindsets, place students at the center of the learning process, enhance interaction, and promote self-directed learning and exploration.
