Hai Phong attaches special importance to improving project quality, developing supporting industries and increasing the contribution of the foreign direct investment (FDI) sector to the economy.

The application of modern technology and production automation helps improve the quality and added value of Hai Phong’s industrial sector.

Prioritizing high-tech investment flows

In the first nine months of 2026, Hai Phong attracted nearly USD3.64 billion in FDI, up 64.4% from the same period last year. Of this, more than USD3.3 billion went to industrial parks and economic zones. Under the city’s economic growth scenario, the annual FDI target is USD3.8 – 4.3 billion.

FDI inflows into Hai Phong are increasingly focused on technology-intensive projects and expanded production in high-value industries. LG Innotek has invested USD1 billion in a semiconductor packaging substrate manufacturing project in Zone 2 of Nam Dinh Vu Industrial Park. Japanese company Rorze Robotech, which specializes in robotics and semiconductor equipment, is exploring opportunities to expand its investment…

This trend was also reflected at a conference in late July 2026 announcing the Prime Minister’s decisions on economic zones and launching the Hai Phong Free Trade Zone. At the event, the city presented new and adjusted investment registration certificates, including capital increases, for 13 projects with total investment of approximately USD2.6 billion.

At a meeting with businesses on October 13, Secretary of the City Party Committee Le Ngoc Chau called for the development of a sufficiently capable and empowered investment promotion focal point to support enterprises throughout the process, from exploring the investment environment and completing procedures to implementing projects. This highlights the need to link higher-quality investment attraction with effective business support throughout the operational process.

Hai Phong prioritizes projects with high technological content and added value that are environmentally friendly. It is also expanding cooperation in semiconductors, supporting industries, supply chain development and human resources. Attracting new projects while helping existing enterprises expand production will contribute to improving the quality of growth in the FDI sector.

Strengthening linkages and deepening supply chains

With nearly 1,900 FDI projects, Hai Phong offers a large potential market for domestic suppliers. Electronics, automotive, mechanical engineering and high-tech corporations need components, materials, logistics, equipment maintenance and technical services.

Hoang Thi Thanh Tam, Deputy General Director of Ford Vietnam, said multinational corporations are increasingly focused on developing domestic supplier networks. Hai Phong has advantages in seaports, logistics and industrial infrastructure that can support the formation of large supply chains. However, to become long-term partners, businesses must ensure quality, meet deadlines and continuously improve.

To strengthen these links, the city is connecting the needs of major manufacturers with the supply capabilities of local businesses. According to Nguyen Ngoc Tu, Director of the Department of Finance, the Department of Industry and Trade has sent out surveys to identify major companies’ demand for raw materials and services, as well as their supplier selection criteria. The findings will provide a basis for helping local businesses identify cooperation opportunities.

Developing supporting industries is an important way for Hai Phong businesses to participate more deeply in FDI supply chains. Under the city’s Supporting Industry Development Program for 2026 – 2035, Hai Phong is focusing on improving domestic companies’ capabilities and establishing a network of direct suppliers for major corporations. Meeting requirements for technology, quality and schedules will help businesses turn cooperation opportunities into stable, long-term orders.

Alongside these efforts, developing a highly skilled workforce is essential to increasing the FDI sector’s added value. Semiconductor, electronics and smart manufacturing projects require engineers, specialists and skilled workers capable of mastering technology.

Aligning training with business needs, emphasizing specialized skills and strengthening adaptability will help Hai Phong improve its position in global value chains.
