Hai Phong gears up to meet FDI attraction target

Hai Phong is estimated to have attracted more than USD 3.47 billion in foreign direct investment (FDI), exceeding the set target and putting the city on track to achieve its 2026 target ahead of schedule while adding resources for growth.

84.6% of 2026 plan achieved

Hai Phong is estimated to have attracted USD 176.57 million in FDI in August 2026, more than 11 times the figure recorded in the same period of 2025 and exceeding the set target, reported the Municipal People’s Committee.

In the first eight months, total FDI attraction is estimated at more than USD 3.47 billion, 1.8 times higher than in the same period last year and equivalent to 84.6% of the year’s plan. Of this, industrial parks (IPs) and economic zones (EZs) attracted an estimated USD 3.14 billion, 1.75 times higher than in the same period of 2025 and equivalent to 86.3% of the plan.

FDI attraction outside IPs and EZs is estimated at USD 330.15 million, 2.61 times higher than in the same period of 2025 and already exceeding the year’s target of USD 300 million.

The results not only underscore Hai Phong’s appeal but also reflect the effectiveness of the measures the city has implemented over the past time. According to the Hai Phong EZ Authority, guided by the message that “the success of businesses is also the success of the city,” the city has taken strong action to improve the investment and business environment and create the most favorable conditions for businesses.

Park Hong Keun, General Director of LG Innotek Vietnam Co., Ltd., spoke highly of the city’s support in handling procedures, upgrading infrastructure and improving investment policies, creating a favorable environment for the company to develop with confidence.

Along with the quality of the workforce and workers’ sense of responsibility, these are key factors enabling LG Innotek to continue expanding production and decide to invest USD 1 billion in a semiconductor project in Hai Phong.

Further enhancing investment appeal

To achieve its FDI attraction target, the Municipal People’s Committee has asked departments, sectors and agencies to continue stepping up investment promotion and attraction while focusing on removing bottlenecks and making thorough preparations in terms of infrastructure, land, procedures and human resources to facilitate project implementation by investors.

To implement the city’s direction, the Hai Phong EZ Authority will continue to step up investment promotion and attraction and strengthen support for investors in carrying out administrative procedures. It will also review and develop specific plans to implement memoranda of understanding and cooperation agreements already signed with investors, with a view to soon turning them into specific investment projects.

At the same time, the authority will effectively operate the Free Trade Zone, step up promotion and implement special incentive mechanisms; develop and implement plans for specialized EZs; effectively implement the planning for the Southern Coastal EZ; and develop a proposal to establish an EZ in the north of the city.

Notably, at the Municipal People’s Committee’s regular August meeting, Pham Van Thep, Head of the Hai Phong EZ Authority, said three major investors are expected to invest in three new projects, each worth around USD 100 million, in the city. Several other investors have also proposed projects with a combined investment of around USD 200 million. If implemented as planned, these projects will help the city achieve its 2026 FDI attraction target ahead of schedule.
