Listening to and Addressing People’s Concerns

At the community level, issues of public concern often begin with specific, everyday matters. Fatherland Front Committee therefore plays an important role in identifying these issues promptly and addressing them immediately, helping to prevent tensions and prolonged disputes.

The ‘Month of listening to the people’ model is a key political and social activity being implemented simultaneously by the Vietnam Fatherland Front and other socio-political organizations. It aims to strengthen connections between the authorities and the people.

Dialogue between leaders of Party committees and authorities and local residents has been actively promoted since the beginning of the year and is gradually becoming more regular. This has contributed to promoting democracy at grassroots level.

The city has organized 281 dialogues, including 162 regular dialogues, 53 thematic dialogues and 66 ad hoc dialogues at the commune level.

These activities have helped strengthen the responsibility of Party committee and authority leaders, promote the people’s right to mastery, and link dialogue with the receipt, consideration and resolution of issues arising at the grassroots level. The Fatherland Front system serves as an important bridge in this process.

Strengthening supervision

In July 2026, the Hai Phong Vietnam Fatherland Front Committee supervised the progress of administrative procedure settlement in connection with the operation of the two-tier local government model in Le Chan, Hong An and Hoa Binh wards.

The supervision focused on areas directly affecting residents and businesses, helping to identify difficulties in implementation at the grassroots level.

In Hai Phong, the 24/7 Front Portal was launched on August 1, 2026, providing an additional channel for residents to submit feedback and recommendations directly.

This is a notable development, combining traditional community-based methods with digital technology. It enables the Fatherland Front to receive information more quickly and allows residents to follow the progress of the handling of their recommendations.

From August 1 to September 15, 2026, the 24/7 Front Portal received 95 comments and recommendations. Of these, 53 were received by the municipal level and 42 by commune, ward and special-zone levels.

The feedback covered various areas of social life. Through the 24/7 Front Portal, feedback and recommendations are digitized, enabling the Fatherland Front to promptly identify issues arising at the grassroots level, support supervision and social criticism, and promote the people’s mastery.
