Building modern rural areas with strong cultural identity

Success thanks to appropriate policies

In response to the movement to build new-style rural areas, Hai Phong was among the localities taking the lead in implementation, adopting appropriate approaches and policies at each stage. The program has helped transform the appearance of rural areas; infrastructure has been comprehensively invested in and upgraded; people’s material and spiritual lives have continued to improve; the poverty rate has fallen significantly; and the rural economy has become more diverse.

On a visit to Chi Minh Commune during its rice-and-ragworm festival, visitors can see straight asphalt roads leading to fields in riverside alluvial areas. These roads not only have local residents eagerly awaiting the festival but have also attracted many visitors, including YouTube and TikTok content creators from other provinces and cities.

In Vinh Thinh Commune, a rural area in the east, far from central Hai Phong, the new-style rural building movement in recent years has brought about clear changes in the appearance of the countryside. Local residents no longer feel far from the city center as infrastructure has become increasingly modern and well-developed.

According to Pham Thi Dao, Deputy Director of the Hai Phong Department of Agriculture and Environment, the positive results achieved in new-style rural building in recent years have stemmed from timely and synchronized policy recommendations and policymaking. The Municipal People's Council and People's Committee have issued numerous resolutions, plans and sets of criteria for advanced and model new-style rural areas for the 2021 - 2025 period.

These include policies on developing model new-style rural communes, encouraging residents to donate land-use rights for model new-style rural building in the eastern area, and supporting communes that meet the standards for advanced and model new-style rural areas in the western area.

At the same time, the city authorities introduced various policies to support agricultural and fisheries production, product distribution linkages and poor households.

A new level

Following the merger with Hai Duong Province, Hai Phong City has gained additional space and room for development. The Department of Agriculture and Environment, in coordination with the Vietnam Fatherland Front Committee of the city and municipal departments, agencies and socio-political organizations, is guiding and urging localities to synchronously implement solutions and effectively mobilize resources to maintain and improve the quality of indicators and criteria already meeting new-style rural standards in the 2021 - 2025 period.

On July 15, 2026, the Municipal People's Committee issued Decision No. 58 on new-style rural criteria for the 2026 - 2030 period in the city and modern new-style rural criteria for the same period.

Taking on the task of developing modern new-style rural areas, leaders of all communes have clearly identified their responsibilities and determination to implement the program in the new period. For the program to continue to succeed, each village and hamlet must change its mindset; every cadre, Party member and resident needs to voluntarily join hands in its implementation. As a result, residents will continue to benefit more from the achievements of new-style rural building.
