Completing a key link

The investment project to construct a multi-level interchange linking Provincial Road 390 with the Hanoi–Hai Phong Expressway in Ha Dong Commune has officially been put into operation. The project fulfills the long-standing expectations of local residents while opening up new development space for the western area of the city.

The interchange between Provincial Road 390 and the Hanoi–Hai Phong Expressway in Ha Dong Commune has been operational since February 10, marking the third interchange in the western part of the city to come into service, following the interchange at National Highway 38B (Gia Phuc Commune) and the interchange at Provincial Road 392 (Nguyen Luong Bang Commune). As a result, within Hai Phong’s jurisdiction, the Hanoi–Hai Phong Expressway now features a total of six interchanges, gradually completing a synchronized transport network connecting the expressway with the national and provincial road systems.

The project to build the multi-level interchange connecting Provincial Road 390 with the Hanoi–Hai Phong Expressway was funded as a sponsored construction project by Kinh Bac City Development Holding Corporation (KBC) under Sponsorship Agreement No. 03 dated January 4, 2022. The total investment amounts to VND 350 billion and was approved in principle by the former Hai Duong Provincial People’s Committee under Decision No. 490 dated February 15, 2022.

The project is classified as a Grade II transport work. Its main components include one expressway overpass (Bridge A6-02) measuring 224.2 meters in length; one underpass for local access with dimensions of 6.5 x 4.5 meters; an approximately 3.37-kilometer system of approach roads, service roads, and bypass routes; an at-grade intersection with Provincial Road 390; and a complete drainage, lighting, and traffic organization system to ensure safe operation.

The overpass features a composite steel box girder structure with a reinforced concrete deck slab, a bridge width of 15.5 meters, and reinforced concrete abutments and piers supported by bored pile foundations. The one-way ramps have a cross-section width of 8.5 meters, while the two-way ramps are 22.5 meters wide, built to A1 high-grade pavement standards.

The project received investment approval in February 2022 and broke ground in April 2022, with initial completion scheduled for December 2024. During construction, the project encountered numerous challenges due to weak soil conditions and complex ground geology. Contractors were required to intensify foundation treatment, settlement control, and subgrade reinforcement, resulting in delays compared to the original timeline. Despite finishing later than planned, all stakeholders consistently prioritized construction quality and safety. The project’s completion demonstrates the strong commitment of both the sponsor and the contractor.

By the end of January 2026, the main components had been inspected and accepted. On February 10, relevant authorities finalized legal procedures and acceptance documentation, ensuring the necessary conditions for opening to traffic. The Hanoi–Hai Phong Expressway interchange in Ha Dong Commune was officially put into operation ahead of the 2026 Lunar New Year (Tet) holiday.

Creating New Growth Momentum

In the past, Ha Dong Commune was once likened to an “island” due to surrounding rivers that made travel difficult. In 2010, when Hop Thanh Bridge spanning the Gua River was inaugurated, local residents were overjoyed. Later, in 2021, Quang Thanh Bridge over the Van Uc River was completed, connecting the former Thanh Ha District with the former An Lao District.

By 2024, Provincial Road 390—section from Hop Thanh Bridge to Thanh Quang Bridge—was completed, including the construction of an additional 7-meter-wide bridge running parallel to the old Hop Thanh Bridge. This upgrade has met the rising traffic demand, attracted investment, and promoted economic development in the early-season lychee-growing region.

The interchange between Provincial Road 390 and the Hanoi–Hai Phong Expressway is expected to serve as a new driver of development for the area.

The completion and commissioning of this expressway interchange mark a significant step forward in improving regional connectivity infrastructure, bringing a fresh outlook to the locality and embodying the aspiration for breakthrough growth in a once-challenging rural area.

Ms. Le Thi Lan, a resident of Ha Dong Commune, shared: “Previously, whenever my family traveled to Hanoi, we had to go via the interchange at National Highway 38B or the interchange with National Highway 10. The detour was long, time-consuming, and costly. Now that there is an interchange right in our area, travel time has been significantly reduced—it’s much more convenient.”

Beyond facilitating travel for residents in communes of the former Thanh Ha District, the interchange also enables people in the former Ninh Giang and Tu Ky districts to access the expressway more easily. The effective utilization of the Hanoi–Hai Phong Expressway through well-planned interchanges will help ease traffic pressure on National Highway 5, a route that has endured heavy traffic volumes for many years.

Moreover, the operational interchange connecting Provincial Road 390 with the Hanoi–Hai Phong Expressway will become one of the key links between the western part of the city and the urban center, as well as the eastern industrial parks and seaport system.

Mr. Hoang Van Dai, Chairman of the People’s Committee of Ha Dong Commune, affirmed: “The Provincial Road 390 interchange project, together with other transport infrastructure projects underway in the locality, holds special significance for enhancing trade connectivity, attracting investment, and creating favorable conditions for socio-economic development. This will serve as a strong impetus for the locality to undergo more robust transformation in the new phase.”

Within Hai Phong’s broader post-merger infrastructure development strategy, each interchange and each bridge is not merely a transport facility but also a gateway to expanded economic space. The Provincial Road 390 interchange with the Hanoi–Hai Phong Expressway therefore not only addresses travel demands but also creates additional room for growth in industry, logistics, services, and commercial agriculture.
