Hai Phong allocates more than VND 4,300 billion to construct road linking the expressway and coastal road

The Standing Vice Chairman of the Hai Phong City People’s Committee, Le Anh Quan, has signed a decision approving the investment policy for the project to construct the Ninh Binh–Hai Phong Expressway (CT.08) section passing through Hai Phong City and approximately 9 km in Thai Binh Province (now Hung Yen Province), specifically the section from the Ha Noi–Hai Phong Expressway to the coastal road interchange.

The Hai Phong Project Management Board for Transport and Agricultural Construction Investment has been assigned as the project owner.

The project involves the construction of a route section with its starting point on the planned road connecting the Ha Noi–Hai Phong Expressway with Bui Vien Road, and its endpoint connecting to the Hai Phong coastal road, with a total length of 7.55 km.

Project components include construction of a section from the road connecting DT.353–DT.361 to the Ha Noi–Hai Phong Expressway, with a length of 1.05 km, a roadbed width of 37 meters, and a road surface with 8 lanes.

Construction of a section from the Ha Noi - Hai Phong expressway to the coastal road, with a length of approximately 6.5 km, a roadbed width of 24.75 m, and a road surface with 4 lanes; construction of two service roads on either side with a width of 7m/8m.

The project also includes the construction of two multi-level interchanges with the expressway, including: The Ha Noi–Hai Phong Expressway interchange, designed as a full cloverleaf interchange with underpasses beneath the Ha Noi–Hai Phong Expressway and beneath the Lao Cai–Hai Phong railway line; The coastal road interchange, designed as a diamond interchange featuring an overpass on the CT.08 Expressway crossing the coastal road and planned road, with a bridge width of 24.75 meters and a length of approximately 380 meters.

Site clearance will be carried out according to the planned road width of 68 meters.

The project has a total investment of VND 4,335.1 billion, funded by the central government and Hai Phong City budget. Of this, VND 2,000 billion comes from the central government budget, while VND 2,335.1 billion is allocated from the Hai Phong city budget. The project is scheduled to be implemented during the 2026–2028 period.

The project will be carried out in Kien Minh, Kien Hai, Duong Kinh, and Nam Do Son communes.

Investment in the construction of the section from the Ha Noi–Hai Phong Expressway to the coastal road interchange will gradually complete the Ninh Binh–Hai Phong Expressway in accordance with the approved master plan. It will also enhance expressway connectivity between Thanh Hoa, Ninh Binh, and Hung Yen provinces and Hai Phong City and Quang Ninh Province, thereby contributing to the development of the Southern Hai Phong Economic Zone.
