Hai Phong has just implemented the policy to streamline the government apparatus while striving to retain experienced human resources at the grassroots level.

Many non-professional commune-level workers in Hai Phong are resigning to receive benefits, drawing public attention. However, viewed more broadly, this is not only a local issue but reflects the nationwide process of reorganizing and streamlining grassroots apparatus.
Under the policy to implement a two-level local government model, non-professional commune-level workers stop working from May 31, 2026. While the whole country previously had around 100,000–120,000 non-professional workers, after restructuring and streamlining, nearly 60,000 remain.
Currently, the central government and localities are considering multiple solutions to balance the requirement to streamline the government apparatus with stabilizing the grassroots workforce. Under new regulations, non-professional commune-level workers who meet conditions and where localities still have establishment quotas may be directly recruited as commune-level civil servants without undergoing competitive selection.
Additionally, suitable cases may continue to be assigned to non-professional positions at hamlets or residential quarters. Those who wish to resign will have their benefits processed according to Decree 154/2025/ND-CP of the Government.
On April 29, the Hai Phong People's Committee issued a circular on the arrangement of this workforce along three directions: hiring as contract workers at agencies or institutional units for those with capacity and experience; assigning to work at hamlets or residential quarters; or processing resignation benefits according to regulations.
Hai Phong is implementing a fairly flexible approach, carrying out the streamlining policy while striving to retain experienced grassroots human resources. This is also a common challenge for many localities today: streamline without losing quality human resources. Because the ultimate goal of reform is not only to reduce units or save budget, but to build a more efficient government apparatus that serves people better.
