Hai Phong unlocks mechanisms to create new growth drivers

With strong political determination, Hai Phong is implementing comprehensive solutions to realize its economic growth target of 13% annually for the 2026–2030 period, while striving to achieve 14% per year.

To realize its targeted growth trajectory, Hai Phong needs to remove bottlenecks in order to unlock resources and create new growth drivers.

Maintaining growth momentum

In concretizing the Resolution of the 14th National Party Congress, Conclusion No. 18, and National Assembly resolutions on achieving double-digit economic growth, Hai Phong remains committed to maintaining an average annual growth rate of around 13% during the 2026–2030 period, while striving for 14% annually in parallel with ensuring macroeconomic stability and improving people’s living standards.

At a recent working session with the National Assembly’s Economic and Financial Committee, Mr. Le Anh Quan, Standing Vice Chairman of the Hai Phong People’s Committee, stated that with strong political determination, the city is focusing on thoroughly disseminating and unifying actions across the entire political system. At the same time, Hai Phong has issued numerous action programs to concretize resolutions from both the central government and the city.

To achieve its goals, Hai Phong is implementing a wide range of synchronized key solutions. These include improving a modern, competitive, and synchronized institutional framework to create breakthroughs in growth; transforming the growth model; accelerating restructuring across sectors and industries; developing enterprises and new economic models; promoting growth alongside maintaining macroeconomic stability, controlling inflation, ensuring major economic balances, and preventing economic crises; diversifying supply chains and capital channels; developing synchronized and modern infrastructure systems; promoting urbanization and regional connectivity.

The city is also effectively implementing the National Assembly’s resolution on piloting several special mechanisms and policies for local development.

As a result, despite ongoing global and domestic economic challenges, Hai Phong continues to record impressive socio-economic achievements and maintain its position as one of Vietnam’s most dynamic growth centers. In the first quarter of 2026, the city’s GRDP was estimated to increase by 11.21% year-on-year, ranking third nationwide and leading among centrally-run cities.

During the first four months of 2026, many economic indicators continued to post strong growth. Industrial production (IIP) increased by 15%; the proportion of manufacturing and processing industries in GRDP reached 44.8%; total export turnover rose by 26.2%; imports increased by 32%; total state budget revenue reached VND 78.461 trillion, equivalent to 40.3% of the annual target; and foreign direct investment (FDI) attraction surged by 76.26%.

These figures reflect the strong momentum of Hai Phong’s economy as well as the positive recovery capacity of the local business community.

Removing resource bottlenecks

With its outstanding advantages in industry, logistics, seaports and tourism, together with a strong determination to innovate, Hai Phong is expected to maintain its growth momentum in the coming years.

Despite achieving many positive results, Hai Phong still faces numerous difficulties and challenges as the global and regional situation continues to evolve unpredictably, the world economy recovers slowly, and competition for investment attraction becomes increasingly fierce, affecting exports, FDI attraction and business activities.

In addition, logistics infrastructure and regional connectivity remain incomplete and unsynchronized; new growth drivers, the innovation ecosystem and international trade have yet to develop in line with the city’s potential. Hai Phong is also facing challenges related to high-quality human resources, institutional frameworks and the capacity to implement major strategic orientations.

At a recent working session with the City’s People’s Committee, Mr. Phan Van Mai, Chairman of the National Assembly’s Economic and Financial Committee, stated that maintaining double-digit growth is not a major issue for Hai Phong. However, to achieve and surpass its targets, the city must overcome many challenges and obstacles.

Therefore, besides maintaining and strengthening traditional growth drivers, Hai Phong is required to create and develop new growth engines. He also suggested that Hai Phong take the lead in building an ecosystem that supports private-sector development, turning it into a key growth driver.

According to Ms. Pham Thuy Chinh, Vice Chairwoman of the National Assembly’s Economic and Financial Committee, one of Hai Phong’s most notable achievements is the improving quality of governance in the direction of accompanying and supporting businesses and citizens. This is considered an important foundation for the city to maintain high and sustainable growth.

However, Hai Phong is facing intense competition from localities within the northern development triangle, namely Hanoi and Quang Ninh. In addition, although the implementation of special mechanisms under Resolution 226 has achieved initial results, 21 special policies have yet to prove effective in practice, while nine other policies have not been implemented. Therefore, Hai Phong needs its own approach to maximize its advantages.

Mr. Do Thanh Trung, Chairman of the Hai Phong People’s Committee, said the city is pursuing ambitious goals and major tasks that require substantial financial and human resources, while development space is under increasing competitive pressure.

In this context, to achieve rapid and sustainable development, Hai Phong identifies healthy competition as a guiding principle. Based on this perspective, alongside proactively implementing solutions to unlock growth drivers, the city is also reviewing and reassessing its special policy mechanisms.

However, in order to unlock development resources, the city hopes that the National Assembly and its agencies will support the early amendment and supplementation of mechanisms and policies under Resolution 226, enabling Hai Phong to become more proactive in mobilizing development resources; decentralizing more authority to the locality in investment management and licensing of infrastructure, energy and logistics projects; and creating more flexible mechanisms for the city to optimize resources from public assets.

Mr. Nguyen Hong Dien, Vice Chairman of the National Assembly, acknowledged that Hai Phong is one of the few localities in Vietnam to maintain double-digit growth for more than a decade, thereby affirming its role as a key growth pole in northern Vietnam. With its strengths in industry, logistics, seaports and tourism, along with strong determination for innovation, the city is expected to continue sustaining its growth momentum in the years ahead.

He also urged Hai Phong to promptly review and adjust its development planning for the 2021–2030 period, with a vision to 2050, based on fully updated regional and national plans; accelerate the renewal of its growth model; promote science and technology, innovation, the digital economy, high technology, biotechnology and green technology; and speed up public investment projects.

At the same time, the city should urgently review and propose timely amendments to shortcomings and obstacles in resolutions issued by the Party Central Committee and the National Assembly, while effectively implementing special mechanisms and policies to maximize their benefits, thereby opening up new development space and unlocking resources for the city’s socio-economic development in the new era.
