In the final two months of the year, Hai Phong requires departments, agencies, units and local authorities to review each assigned task and strive to achieve the highest possible level of completion for the targets set out in Resolution No. 11.

Site clearance for the remaining area of An Duong Industrial Park is being expedited by An Duong Ward.

To achieve its 2026 growth target, Hai Phong is requiring departments, agencies, and local authorities to resolve overdue tasks, accelerate public investment disbursement, boost production and strengthen the accountability of heads of agencies and units in implementing Resolution No. 11 during the fourth quarter of 2026.

Reviewing every task, with clear timelines and accountability

Under the conclusions of the Fifth Conference of the Hai Phong Party Committee on implementing Resolution No. 11 in the fourth quarter, the city has directed all levels and sectors to address overdue tasks, proactively review the remaining workload, clearly define responsibilities and identify solutions to ensure completion in the coming period. Priorities include completing 12 major tasks and 37 component tasks carried over behind schedule from the third quarter, while accelerating 100 major tasks and 210 component tasks due in the fourth quarter.

The consistent guiding principle is to avoid waiting until deadlines approach before taking action and to prevent prolonged obstacles from affecting overall progress. Party committees and authorities at all levels must strictly follow the “six clear” principle: clear personnel, clear tasks, clear timelines, clear results, clear authority and clear accountability. Weekly inspections and meetings must be maintained to identify and resolve emerging issues promptly. Heads of agencies and units must provide direct leadership, increase field visits, closely monitor local conditions and take responsibility for the results of their assigned tasks.

In practice, departments, agencies, units and local authorities are translating these requirements into concrete measures, ranging from resolving site clearance obstacles and accelerating construction of works and projects to speeding up public investment disbursement, increasing budget revenue, promoting administrative reform and advancing digital transformation.

In Nguyen Dai Nang Ward, following the inspection and working session conducted by Hai Phong Party Committee Secretary Le Ngoc Chau on October 12, 2026, local authorities promptly took further steps to complete site clearance for the remaining 18% of the land required for the Minh Hoa logistics port project. The project comprises a logistics service center, a petroleum and cargo port, petroleum storage facilities, and a commercial service area. On October 20, 2026, the ward People's Committee publicly posted the compensation, support and resettlement plan for 12 households and individuals occupying land managed by the ward People's Committee.

Meanwhile, An Phong Ward is focusing on completing site clearance for An Duong Industrial Park. During a working session with several businesses in the industrial park in September 2026, Hai Phong People's Committee Chairman Do Thanh Trung instructed relevant departments and An Phong Ward People's Committee to resolve all outstanding site clearance issues at the industrial park in October 2026.

As of October 20, 2026, the An Phong Ward People's Committee had persuaded six of the nine households in Dinh Ngo residential area whose residential land and structures fall within the project's land acquisition boundaries to receive compensation and hand over their land to the project investor.

In Vinh Lai Commune, one of the requirements set by city leaders was to complete site clearance for the new residential area project south of the former Tan Huong Commune by October 2026. According to the commune People's Committee, by October 6, the locality had completed the acquisition of the remaining 55.5 square metres of land belonging to one household.

Prioritizing tasks that can immediately drive growth

Construction of a flower garden at the Cat Bi–Nguyen Van Hoi intersection is being expedited by Hai An Ward.

To achieve its 2026 growth target, Hai Phong recognizes that a substantial amount of work remains to be completed, while the time available is limited. Therefore, during the final two-plus months of the year, the city is requiring departments, agencies, units and local authorities to review all targets and tasks, particularly those falling short of expectations and those behind schedule, and strive to achieve the highest possible level of completion for the goals set out in Resolution No. 11.

Concrete measures are being developed to accelerate tasks that can generate immediate growth in the final months of the year, particularly public investment disbursement, site clearance, land development, budget revenue collection, removing obstacles for businesses and speeding up key projects.

Site clearance for projects facing outstanding obstacles must be expedited, especially tasks granted extensions under Resolution No. 11. These include the Van My social housing project in Ngo Quyen and Dong Hai wards; a social housing development in Hoa Binh Ward; the Thanh Binh and Trai Bau residential areas in Le Thanh Nghi Ward; and the expanded Tan Phu Hung urban residential area in Tan Hung Ward, among others. Obstacles involving administrative procedures, land records, compensation funding and residents' consent must be categorized and addressed on a case-by-case basis. Issues beyond local authorities' jurisdiction must be compiled and reported for timely resolution.

The city is also accelerating disbursement of public investment capital, with the goal of disbursing 100% of the 2026 capital allocation. Project owners and management boards must review workloads, implementation schedules and disbursement capacity while coordinating with contractors, consultants and local authorities to resolve emerging difficulties.

Departments, agencies and local authorities are required to provide focused support to major industrial enterprises with annual revenues exceeding VND 1 trillion, addressing difficulties related to raw materials, markets, labour and investment procedures. They must also complete all necessary procedures and conditions to commence key projects, including berths 7, 8, 9 and 10 at Lach Huyen International Gateway Port; the city's East–West Expressway Connection Project; and the Seraphin Hai Duong waste treatment plant project.

The city will focus on improving budget revenue collection by accelerating land price determination, stepping up efforts to collect overdue payments, reviewing and maximizing untapped revenue sources, and ensuring that all taxes and other revenues are collected accurately, fully and promptly.

Efforts will also continue to substantially improve the business and investment environment and shorten administrative processing times in line with established targets.

Completing the tasks set out in Resolution No. 11 requires coordinated and decisive action across the entire political system. During the final two-plus months of the year, every task must be followed through to completion, every bottleneck must have a specific resolution plan, and every level of government and sector must take responsibility for its assigned results. This will provide the foundation for Hai Phong to achieve its 2026 targets and build momentum for development in the years ahead.
