Accelerating the establishment and implementation of industrial parks and economic zones is an urgent requirement for Hai Phong to expand its development space.

Laying the foundation for new development phase.

In the first quarter of 2026, along with finalizing major master plans and preparing long-term development conditions, Hai Phong focused on speeding up industrial parks and economic zones. This step-by-step approach aims to form a modern, synchronized industrial development space.

The establishment of the Hai Phong Special Economic Zone and approval of the master planning for the city’s Southern Coastal Economic Zone to 2050 mark key milestones. These create a foundation for new industrial areas linked to high-tech, logistics, and modern services.

Site clearance remains a pivotal step. According to the Hai Phong Economic Zone Authority, the city has 28 ongoing industrial parks covering over 8,400 hectares for clearance; about 4,808 hectares have been cleared. Several parks exceeded the first quarter-growth targets, including Tien Lang Airport Industrial Park (Zone B), Vinh Quang Industrial Park, and Tan Trao Industrial Park (Phase 1).

Well-invested industrial parks with synchronized infrastructure are proving effective, attracting stable manufacturing firms, especially high-tech companies like the Japan-Hai Phong Industrial Park. This is the city's first industrial park built to Japanese standards, featuring advanced technical infrastructure and a stable production environment. It has drawn over 50 Japanese and international firms with nearly USD 2 billion in investment, forming a highly interconnected production ecosystem.

Resolving delays in slow projects

Despite achievements, some industrial parks lag behind targets, mainly due to site clearance hurdles and investment procedure delays.

Industrial parks in startup procedures show low clearance rates: Ngu Phuc Industrial Park at 21.79%, Thuy Nguyen Industrial Park (Phase 1) at 27.7%, Binh Giang at 23.66%, and Tran Duong - Hoa Binh Industrial Park (Zone A) at 18.9%. Long-started parks still fall short on site clearance and infrastructure.

Large-scale projects involving hundreds of households face compensation, support, and resettlement issues, directly impacting execution schedule. Land, environmental, and construction procedures take time. Local coordination has sometimes lacked synchrony.

Recently, at a meeting on site clearance for city industrial parks, Hai Phong Standing Party Committee Member and Vice Chairman of the Hai Phong People's Committee Le Trung Kien stressed that the 2026 growth target of about 13% relies heavily on industrial parks as growth drivers.
