The request was made during a working session on March 26 between Hung Thang commune authorities and Asia Pacific Sustainable Development JSC, the project’s developer, to coordinate on land clearance activities.
The Tien Lang 1 Industrial Park covers nearly 600 hectares with total investment of more than 13 trillion dong. The project lies within a free trade zone in Hai Phong’s Southern Coastal Economic Zone and is planned as a high-tech, eco-friendly and sustainable industrial park, serving as a key driver for the free trade zone and the developed city.

Under the plan, the pre-investment phase runs from the first to the fourth quarter of 2026. Phase 1, covering around 416 hectares, will begin land clearance and infrastructure development in early 2026, with infrastructure operations expected from 2027. Phase 2, covering more than 180 hectares, is scheduled for land clearance and construction from the fourth quarter of 2027 through 2031.
To date, only about 0.5 hectares have been cleared. The developer plans to coordinate with relevant agencies and local authorities to speed up land clearance process.
At the meeting, both sides discussed project progress and reviewed bottlenecks in land clearance. The developer pledged to accelerate subsequent steps to ensure timely project execution and support local socio-economic development.
Local authorities said land clearance is a critical factor affecting the project timeline and urged the developer to closely coordinate with local government, relevant agencies and authorities to ensure transparency and compliance with regulations.
