The Prime Minister has called for strongly promoting patriotic emulation movements to create momentum for achieving socio-economic development goals in line with the Resolution of the 14th National Party Congress.

Prime Minister Le Minh Hung has signed Directive No. 15 dated April 23, 2026, launching an emulation movement to successfully carry out annual socio-economic development tasks and the 5-year plan (2026–2030) in line with the Resolution of the 14th National Party Congress.
In recent years, the implementation of patriotic emulation movements and commendation work—under Directive No. 41 of the Politburo (2024) and Directive No. 19 (2021)—has achieved positive results. These movements have strongly promoted patriotism, national unity, and encouraged all sectors and people to overcome challenges, achieving comprehensive outcomes across various fields and contributing to the successful completion of development goals for 2021–2025.
Notably, the restructuring of the political system toward a streamlined, efficient, and effective apparatus has delivered breakthrough results, gaining strong support from officials, Party members, and the public, as well as positive recognition internationally. These achievements provide an important foundation for the country to confidently enter a new era of development.
To build on these results, the Prime Minister has called for further promoting patriotic emulation movements to contribute to achieving socio-economic development goals for 2026 and the 2026–2030 period.
Ministries, sectors, and localities are required to continue thoroughly implementing the Party’s guidelines and State policies on emulation and commendation, while deeply embracing President Ho Chi Minh’s ideology on patriotic emulation. Greater efforts must be made to enhance awareness, strengthen leadership, and elevate the responsibility of heads of agencies so that emulation becomes a regular, self-motivated practice across all levels and sectors.
The Directive emphasizes organizing practical and effective emulation movements aligned with the theme: “Innovation, creativity, acceleration, and breakthrough to bring the country into a prosperous and civilized development era,” as launched at the 11th National Patriotic Emulation Congress.
Key tasks include concretizing and effectively implementing the major development targets for 2026–2030, striving for double-digit growth, maintaining a peaceful and stable environment, and ensuring rapid and sustainable national development alongside strong national defense. The overarching goals are to improve people’s living standards, enhance national self-reliance and confidence, and achieve the vision of becoming a modern industrialized country with upper-middle income by 2030 and a high-income developed country by 2045.
The Directive also calls for continued innovation in the content and methods of emulation movements, ensuring they are practical, diverse, and closely aligned with political tasks. Priority areas include improving the efficiency of the political system, promoting innovation and digital and green transformation, developing a synchronized legal and institutional framework, building a professional and modern public administration, fostering a healthy private sector, enhancing national competitiveness, advancing culture, education, healthcare, and social welfare, strengthening national defense and security, and expanding foreign relations and international integration.
Emulation movements must be widely implemented across all sectors and regions, especially at the grassroots level, with attention to remote, border, and island areas, as well as frontline forces and direct workers. These movements should reach every organization, unit, and individual, contributing to the successful fulfillment of development tasks nationwide.
The Directive highlights the importance of identifying, nurturing, and replicating exemplary models, while ensuring timely, accurate, and fair commendation. Special attention should be given to grassroots contributors, individuals demonstrating innovation and courage, and those making outstanding contributions. Administrative reforms and digital transformation in commendation work are also to be strengthened.
The Ministry of Home Affairs is tasked with improving state management of emulation and commendation, refining legal frameworks, guiding implementation, and reporting to the Prime Minister. Meanwhile, the Ministry of Culture, Sports and Tourism will coordinate communication efforts to promote the Directive and highlight exemplary achievements.
The Prime Minister also called on the Vietnam Fatherland Front and socio-political organizations to mobilize public participation, enhance social supervision, and promote national unity.
Ministers, heads of agencies, and chairpersons of provincial and municipal People’s Committees are responsible for organizing and implementing this Directive.
