Hai Phong is considering new policy measures and solutions to address bottlenecks and improve the effectiveness of renewing aging apartment buildings as part of its urban refurbishment program.
According to the Hai Phong People's Committee, the city has 177 aging apartment buildings, most of them built between the 1960s and 1990s. Of these, 148 are located in the eastern part of the city and 29 in the west.
On April 12, 2022, the City People's Council adopted Resolution No. 04/NQ-HĐND to implement Plan No. 05 issued by the City People's Committee on developing social housing while addressing housing needs for residents living in aging apartment buildings across the city.
Under Plan No. 05, one of five planned social housing projects has been completed - the project at Alley 75 Ly Thanh Tong Street in Do Son Ward - while four others are under construction, providing a combined total of nearly 8,700 apartments. The implementation of Resolution No. 04 and Plan No. 05 has marked an initial improvement in the city's housing management and development.
However, challenges were recorded. On July 15, the Standing Committee of the Hai Phong Party Committee approved in principle the drafting of a resolution on relocating residents in conjunction with urban renovation and reconstruction of deteriorating apartment buildings, which will replace Plan No. 05. The proposal is expected to be submitted to the City People's Council for consideration and approval at its regular mid-year session in 2026.

According to Pham Duc Hanh, Chairman of Hai Phong Housing Management and Business One Member Co., Ltd., the proposed resolution reflects the city's people-centered policy of improving living conditions for residents of aging apartment buildings.
By expanding the scope of beneficiaries and introducing additional policy mechanisms and coordinated solutions, the new resolution is expected to remove bottlenecks related to financing, land and investment procedures.
The draft covers all 177 aging apartment buildings across both the eastern and western parts of the city. The implementation timeline will be extended to 2035, with phases covering 2026-2028, 2028-2030 and a longer-term roadmap through 2035, in line with the city's resource capacity.
The city also plans to establish a local housing fund to create a stock of publicly owned rental housing for residents during relocation. Proposed support measures include rent reductions, rent exemptions and credit assistance for people with meritorious service, policy beneficiaries and disadvantaged households, helping ensure stable housing for residents while supporting Hai Phong's urban renewal and sustainable development.
