The Ministry of Construction has asked every locality to break ground on at least one rental housing project in June 2026 and to draw up a development plan for this segment through 2030.

The service-function zone project within the expanded Dai An Industrial Park covers 4.28 hectares, with total investment of more than VND 1.111 trillion, and is expected to be completed and put into operation in Q4/2027. On the morning of June 26, Hai Phong City People’s Committee, together with Dai An Industrial Park Infrastructure Development One Member Co., Ltd., held the ground-breaking ceremony for the project to build the service-function zone within the Dai An Industrial Park.
The Ministry of Construction said localities must urgently review rental housing demand by each target group in order to formulate rental housing development plans for 2026–2030, including annual targets, a list of projects, implementation schedules and resources. The plans must be submitted to the ministry in June.
According to the ministry, the current legal framework has already formed several types of rental housing, including official-duty housing, social housing, worker accommodation, the national housing fund, commercial rental housing and houses built by individuals for lease.
For worker accommodation, localities are required to review actual demand at industrial parks, allocate land funds and accelerate investment in order to secure stable housing for workers.
The ministry also encourages the study of support mechanisms for households and individuals to build multi-storey buildings with multiple apartments for rent, while strengthening inspections of fire safety conditions, environmental sanitation and public order for this housing type.
To speed up progress, the ministry asked localities to cut administrative procedures for rental housing and social housing investment under a ‘one-stop, one-point-of-contact’ mechanism, giving priority to applications under a ‘green channel’ to ensure clear responsibilities, timelines and implementation efficiency.
