Land database cleanup set for completion in March 2026

Deputy Prime Minister Tran Hong Ha has signed Directive No. 05, calling for the urgent mobilization of resources to accelerate cadastral surveying and mapping, land registration, the establishment of land records, and the development of the national land database.

Under the directive, the Ministry of Agriculture and Environment will take the lead, in coordination with the Ministry of Public Security and other ministries and agencies, in instructing local authorities to complete the remaining tasks under the campaign to enrich and cleanse the national land database. The work is to be finalized by March 2026.

The Ministry of Agriculture and Environment will concentrate resources on selecting solutions to accelerate the development of IT infrastructure and software systems to ensure unified management, operation, and utilization of the national land information system and database at the central level, also to be completed by March 2026.

Administrative procedures will be restructured, with a review of dossier components and greater use of data already available in the land database. Citizens and businesses will no longer be required to submit or declare documents that have already been digitized. This process is scheduled for completion by March 2026.

The Ministry of Public Security will coordinate efforts to cleanse and synchronize the national land database with the National Data Center and the National Population Database. This synchronization, along with process restructuring to reduce paperwork once data has been digitized—thereby simplifying residency-related administrative procedures—is also set to be completed by March 2026.

Local authorities are tasked with reviewing and issuing economic–technical norms for building and updating land databases within their jurisdiction. They must also conduct comprehensive assessments of existing IT infrastructure and land information system software in operation to formulate plans for investment, upgrading, and completion. All tasks are to be finalized by March 2026.

Other tasks, including the completion of cadastral surveys and mapping, as well as the development and finalization of local land databases, are required to be completed by December 2026.
