Hai Phong has recently placed strong emphasis on expanding international cooperation in the port sector, bringing experience and technology and opening up significant opportunities for the development of modern seaports.

Strategic cooperation
As the largest port hub in northern Vietnam, Hai Phong faces the need for comprehensive innovation, from infrastructure and technology to workforce quality. International cooperation has therefore become an essential channel for the city to access advanced models more quickly, shorten testing periods, and standardize port operations to global standards.
The city has maintained an active approach to international engagement through meetings, dialogues, and workshops with delegations from the US, the Netherlands, Sweden, Japan, and Cuba throughout the year.
In early November 2025, Hai Phong Port JSC. held a working session with a Swedish delegation. Experts from the country shared practical experience in port management and operations modeled after the Port of Gothenburg, a European leader in berth electrification. Several solutions were considered suitable for research and application at Hai Phong’s deep-water container terminals.
Earlier, in September, Hateco Hai Phong International Container Terminal and the Port of Gothenburg signed a memorandum of understanding, marking an important step toward strengthening connectivity between Vietnamese port enterprises and partners in Northern Europe. The agreement not only establishes a foundation for exchanging experience in port operations, logistics, and supply chain management but also expands opportunities to attract new service routes and promote international trade through Hai Phong.
According to Tran Tien Dung, Chairman of the Logistics Association, Hai Phong is becoming a priority destination for many shipping alliances thanks to its strategic advantages. The operation of deep-water berths at Lach Huyen and the upcoming Nam Do Son Port will strengthen Vietnam’s connections with major markets such as North America, Europe, and intra-Asia.
Vast opportunities

International partnerships have generated clear impacts on the city’s port system. Recently, major carriers have continuously launched new routes to Lach Huyen Port, reflecting increasing trust in Hai Phong’s port operations.
In October, TIL Hai Phong International Terminal (HTIT), a subsidiary of Hai Phong Port JSC., welcomed the COSCO ASIA vessel. This was the first vessel on the WAS3 service operated by COSCO SHIPPING Lines, connecting Hai Phong directly with ports in several South American countries. The launch of WAS3 shortens transit times, reduces logistics costs for Vietnam’s exports to Latin America, and expands opportunities for cooperation, investment, and global trade.
In an increasingly competitive regional port landscape, proactive efforts in international cooperation, infrastructure investment, green transition, and digital transformation are considered crucial to strengthening the city's competitiveness in the years ahead.
According to Phung Thi Thuy, Head of the Investment Management and International Cooperation Division under the Department of Industry and Trade, expanding global connectivity through seaports is creating significant room for trade and import–export activities. In the coming period, the department will continue working with relevant sectors to support enterprises in market expansion, optimizing new shipping routes and free trade agreements to boost export turnover and attract investment.
In the context of the global maritime industry shifting toward green and smart models, Hai Phong is proactively embracing international cooperation to enhance its competitiveness. If this cooperation continues and is translated into synchronous investment projects, the city can gradually develop into a modern, green, and smart seaport hub in northern Vietnam, moving toward a significant transshipment role in Southeast Asia.
