As the digital economy expands rapidly, digital transformation has become an urgent necessity for small and medium-sized enterprises (SMEs) in Hai Phong.

According to the Hai Phong People’s Committee, by the end of May 2026, the city had more than 54,000 active enterprises. Of these, micro-enterprises account for about 65%, small and medium enterprises about 30%, and the remainder are large firms. Micro, small and medium-sized enterprises continue to make a significant contribution to the city’s economic growth.
The Hai Phong Association of Small and Medium enterprises says that amid strong digital-economy growth, accelerating technology adoption and digital transformation is a ‘survival strategy’ for companies to overcome limitations, access new markets and boost labor productivity. Nearly 9,000 local SMEs currently use digital platforms. Many have implemented electronic contracts and completed online business registration at Level-4 (fully online). But to develop further, SMEs need stronger support from central and municipal policies to drive digital transformation, notably the National Digital Transformation Plan for SMEs for 2026–2030, approved by the Prime Minister in Decision No. 433/QD-TTg on March 16, 2026.
To support SME digitalization, the city’s People’s Committee recently instructed the Department of Science and Technology and the Department of Finance to roll out training courses, consultancy and assistance on related topics. Central support policies are also being examined and actively implemented at the city level.
Alongside central and city measures, each enterprise must take proactive steps to accelerate digital transformation. First, companies should identify their current stage on the digital roadmap and then design plans and solutions suited to their actual conditions. This foundation will help businesses improve competitiveness, achieve sustainable growth and adapt effectively to the demands of the digital economy.
