The Binh Giang Industrial Park development project, located within the Hai Phong Special Economic Zone, is expected to form a new industrial growth hub, providing additional momentum for the city’s economic development.

Consensus on site clearance
Following the groundbreaking ceremony on May 14, 2026, the Investment Project on Construction and Business of Technical Infrastructure of Binh Giang Industrial Park has entered a key implementation phase to ensure progress. The project is being developed in Thuong Hong Commune and Nguyen Luong Bang Commune, covering an area of approximately 147.9 hectares with a total investment of VND 1,755 billion, invested by Kinh Bac City Development Holding Corporation (KBC). According to the plan, the project is expected to be put into operation in the fourth quarter of 2027.
Thuong Hong Commune accounts for the largest site clearance area, with more than 127 hectares. According to Mr. Vu Anh Tuan, Vice Chairman of the Commune People’s Committee, the local authority has developed a detailed roadmap, strengthened dialogue and communication, and promptly addressed residents’ petitions to build consensus during project implementation. To date, site clearance progress has basically met the schedule, and the commune is striving to complete it by July 2026 for handover to the investor.

The consensus of local residents is an important factor contributing to positive results in site clearance. Mr. Nhu Van Mac, a resident of Thuong Hong commune whose land is subject to revoke, said that his family and many other households have agreed to hand over their land, hoping that the project will soon become operational to create more jobs and contribute to changing the local landscape.
In Nguyen Luong Bang commune, although the land acquisition area is not as large as in Thuong Hong commune, the establishment of an industrial park is also expected to create a new development momentum. Mr. Tran Thanh Tuan, Vice Chairman of the People’s Committee of Nguyen Luong Bang commune, said that thanks to the involvement of the entire political system and the consensus of the people, the commune has completed the site clearance work. Coordination with relevant agencies and the investor is being carried out to ensure the overall project progress.
Forming a new growth pole
The Hai Phong Special Economic Zone covers an area of 5,300 hectares, located across six communes, including Thuong Hong and Nguyen Luong Bang. In the context of Hai Phong accelerating investment attraction and expanding industrial space, Binh Giang Industrial Park is considered an important project for the western area of the city. The project not only adds nearly 148 hectares of industrial land but also contributes to realizing the development orientation of the Hai Phong Special Economic Zone.
Mr. Pham Van Thep, Member of the Standing Committee of the City Party Committee and Head of the Hai Phong Economic Zone Authority, said that economic zones and industrial parks are key drivers in the city’s growth model, helping Hai Phong maintain double-digit GRDP growth for 11 consecutive years. These areas generate significant industrial output value, making important contributions to exports, state budget revenue, job creation, and attracting high-quality FDI inflows.
According to the development orientation, the Hai Phong Special Economic Zone is expected to contribute 3–4% of the city’s GRDP by 2030 and more than 5% in the period after 2030. Among them, Binh Giang Industrial Park has outstanding advantages as its northern side borders the Hanoi–Hai Phong expressway, providing convenient connections to economic centers, airports, and the city’s seaport system. This is an important condition for attracting domestic and foreign investors.

According to the planning scheme, the industrial park is developed as a concentrated, multi-sector zone, prioritizing high-tech industries, supporting industries, electronics, automation, clean industries, and environmentally friendly manufacturing sectors. Once operational, the project is expected to create jobs for around 10,000 workers, contributing to economic restructuring and improving local residents’ incomes.
Mr. Nguyen Van Nhat, Secretary of the Party Committee and Chairman of the People’s Council of Nguyen Luong Bang commune, said the project is highly significant for local development, especially as it is located within the Hai Phong Special Economic Zone, creating favorable conditions for attracting investment and developing industry, services, and supporting economic sectors.
A representative of Kinh Bac Urban Development Corporation said the company is focusing resources on implementing the project according to schedule, while closely coordinating with local authorities in site clearance, infrastructure development, and investment promotion to attract secondary investors.
Together with many key industrial parks being developed across the city, Binh Giang Industrial Park not only opens up development opportunities for local areas within the project region but also contributes to realizing Hai Phong’s goal of expanding its growth space.
