Haiphong steps up technology application in elections

Hai Phong is stepping up the application of technology in election preparations to enhance transparency and democratic participation ahead of the upcoming nationwide elections.

Proactive technology adopted at grassroots level

At an online voter meeting with candidates for the 16th National Assembly held on March 3 in Nghi Duong commune, Cao Thi Hien, head of the Fatherland Front Committee of Hamlet 5 Du Le, joined 133 voters representing more than 18,400 voters across the commune to hear the candidates outline their action plans and backgrounds

During the meeting, voters at several locations raised a range of opinions and proposals, promptly conveying public concerns and aspirations to the National Assembly.

Pham Thi Nga, head of the Culture and Social Affairs Department of Nghi Duong commune, said that with a heavy workload, the commune has intensified the use of voter management software. The commune has also made full use of its grassroots loudspeaker system and social media platforms to increase election-related communication.

Alongside seven in-person voter meetings held for candidates for seats in the commune-level People’s Council for the 2026–2031 term, the locality also held an online voter meeting with candidates for the 16th National Assembly, attended by voter representatives from 19 hamlets.

With well-prepared infrastructure and stable internet connectivity, the smooth operation of the online meeting demonstrated the effectiveness of digital transformation at the grassroots level.

The elections for deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term take place as the city moves to implement a two-tier local government model. Following the merger, the city now covers a larger area and population. With a solid digital infrastructure and experience in organizing major political events, the city has favorable conditions to ensure thorough preparations for the elections.

A key highlight is the expanded use of digital technology across various stages of election preparations. The use of voter management software has begun to prove effective in reducing data duplication, particularly in localities with industrial parks, economic zones and areas with large numbers of migrant workers and frequent population fluctuations.

Coordinated and efficient implementation

According to Nguyen Dong Huy, deputy director of the Hai Phong Information and Communications Technology Center, the application of digital technology in election has been implemented in a coordinated manner.

The city’s Election Commission has rolled out software for managing candidate dossiers and election operations in line with guidance from the National Election Council. For election information management software, the Department of Science and Technology has coordinated with the Vietnam Posts and Telecommunications Group (VNPT) to guide communes, wards and special zones in connecting transmission lines to local systems.

Departments, sectors and local authorities have also stepped up communication through official web portals, social media platforms and community Zalo groups. Infographics and short videos explaining election procedures, principles and candidate are also being produced to attract voter interest, particularly among young people.
